Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code. Provides that not later than January 2, 2008, the Department of Commerce and Economic Opportunity, in cooperation with the Illinois Commerce Commission, shall establish one or more pilot programs through which certain customers of a public utility may be eligible to have cost-effective energy efficiency, renewable energy, or demand response measures that may be installed at the customer's location by a certified contractor. Provides that within 30 days after the effective date of the amendatory Act, the Department shall convene and provide staff support to an ad hoc task force comprised of specified members, which shall advise the Department on the design of an energy efficiency, renewable energy, and demand response on-bill financing system. Amends the Public Utilities Act. Provides that the Commission shall, not later than November 1, 2007, issue an order or orders relating to provisions concerning energy efficiency, renewable energy, and demand response resources. Provides that each public utility shall file and maintain an energy efficiency, renewable energy, and demand response tariff or tariffs in accordance with specified provisions and any applicable order of the Commission to allow any of its customers to pay over time on the utility bill for cost-effective energy efficiency measures, renewable energy, demand response resources as provided in specified provisions. Provides that a public utility shall be entitled to recover reasonable costs incurred in complying with specified provisions. Effective immediately.

Creates the Healthy Workplace Act. Requires an employer to provide an employee up to 7 sick days with pay during each 12-month period. Provides that an employee may use the sick days care for physical or mental illness, injury, medical condition, professional medical diagnosis or care, or a medical appointment of the employee or a family member. Contains provisions regarding: accrual; certification; notice; responsibilities of employers; unlawful practices; powers and duties of the Department of Labor; violations; penalties; civil liability; severability; and other matters.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Repeals the Community Senior Services and Resources Act.
Creates the Limitations on Private Military Contractors Act. Provides that no State funds shall be used to contract with or purchase services from any private military contractor or related security or law enforcement training entity for training of law enforcement officers or security guards; no military weapons or explosives may be used by private military contractors or related security or law enforcement training operations, except on secured U.S. military bases, other established government-regulated facilities, or government-related facilities designed for that purpose; and, in the event of any natural disaster, civil disorder, labor dispute, or terrorist attack, no personnel trained by any private military contractor shall be used, employed, or contracted with to patrol, guard, control, contain, or arrest any Illinois resident or citizen nor to provide any type of security services of any kind during such emergencies. Effective immediately.
Amends the Community Mental Health Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Act on the Aging. Requires the Department to establish a nursing home prescreening program, without regard to income guidelines, to determine whether any persons who are in need of long term care (now, limited to Alzheimer's victims and the blind or disabled) may be cared for in their homes through home and community based services. Sets conditions on admission to a nursing home and payment and requires periodic reassessments.
Urges (i) that the United States military involvement in Iraq not be escalated, (ii) that the President not deploy additional military personnel to Iraq without congressional approval, and (iii) that Congress enact legislation prohibiting the President from spending additional taxpayer moneys to escalate troop levels in Iraq without congressional approval.
Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.
Creates the Home Birth Safety Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Creates the Illinois Midwifery Board. Sets forth provisions concerning qualifications, grounds for disciplinary action, and administrative procedures. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2019. Amends the Medical Practice Act of 1987 and the Nurse Practice Act to make related changes. Effective immediately.
