TIF-REDEVELOP PROJECT COSTS

Amends the Tax Increment Allocation Redevelopment Act. Provides that "redevelopment project costs" includes the costs associated with affordable housing programs within the redevelopment project area. Effective immediately.

ENERGY EFFICIENT BUILDINGS

Amends the Energy Efficient Commercial Building Act. Changes the name to the Energy Efficient Building Act. Provides a definition of "building". Applies the Act to all buildings (now, all commercial buildings). Provides that any unit of local government that has adopted the efficiency standards of the 2000 International Energy Conservation Code, with the 2001 supplement, on or before January 1, 2007, may continue to regulate energy efficient building standards under that Code. Effective immediately.

CUSTODY GUARDIANSHIP-VARIOUS

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that a child custody proceeding may be commenced by a biological, adoptive, or "intended parent" only (instead of by a parent) and deletes provisions authorizing commencement of a child custody proceeding by a person other than a parent. Provides that a person is an "intended parent" if he or she is not a biological or adoptive parent to the child, is or was in a committed intimate relationship with a child's custodial parent, lives or lived with the minor child and the child's custodial parent for no less than 2 consecutive years, within no more than 6 months prior to the filing of the petition for custody, and together with the child's custodial parent held himself or herself out to the community and to the child as the child's parent. Sets forth exceptions. Changes provisions concerning notice of a child custody proceeding, notice of proceedings for modification of a previous custody order, and appointment of an attorney for a minor child or child's representative. Amends the Probate Act of 1975. Makes various changes regarding who may file a petition for guardianship of the person of a child, rights to custody, the standard for appointing a guardian of the person of a child, the rights and obligations of a guardian of the person of a child, the duration of a guardianship of the person of a child, vacating a guardianship, and termination of a guardianship. Effective January 1, 2008.

AUTISM SPECTRUM DISORDERS

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.

ST ETHICS-INSPECTOR REPORTS

Amends the State Officials and Employees Ethics Act. With respect to an executive branch State employee who is the subject of an Executive Inspector General's investigation and whose agency head or ultimate jurisdictional authority agrees with the Inspector General as to disciplinary action against the employee, establishes procedures for providing a redacted version of the Inspector General's summary investigation report to the Executive Ethics Commission, to the employee, and to the public, under certain circumstances.
