Amends the School Code. Replaces provisions requiring teachers to teach students honesty, kindness, justice, discipline, respect for others, and moral courage with provisions requiring teachers to teach character education, which includes the teaching of respect, responsibility, fairness, caring, trustworthiness, and citizenship. Effective immediately.
Mourns the death in Iraq of Lance Corporal Chris Zimny, USMC.
Amends the Illinois Income Tax Act to allow individual taxpayers, 65 years of age or older, a deduction for unreimbursed amounts spent on home health care services. Applicable to taxable years ending on or after December 31, 2003. Effective immediately.
Creates the Healthcare Providers Stabilization Act. Contains a short title only.
Amends the Telecommunications Article of the Public Utilities Act. Creates the Cellular Telephone 911 Access Committee. Provides that the Committee shall establish what is technologically and economically feasible to ensure that cellular telephone emergency 911 calls are connected when possible. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not impose prior approval requirements based on a preferred drug list for anti- hemophilic factor concentrates without first conducting a study and reporting to the General Assembly. Effective immediately.
Amends the Department of Public Health Act. Makes a technical change in a Section concerning certain appropriations to the Department.
Amends the Pharmacy Practice Act of 1987. Removes provisions requiring that (i) an applicant for licensure be a United States citizen or legally admitted alien, (ii) the Department of Professional Regulation employ at least one attorney who is a pharmacist to prosecute violations of the Act and its rules, and (iii) pharmacy investigators be the only Department investigators to inspect pharmacies. Prohibits Division IV pharmacies from using automated dispensing and storage systems. Makes changes in the provisions concerning grounds for disciplinary action.
Appropriates $1,000,000 from the General Revenue Fund to the Department on Aging for the operation of the Prevention of Unnecessary Institutionalization program under the Prevention of Unnecessary Institutionalization Act. Effective July 1, 2004.
