Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for group, individual, and family wellness programs. Provides that wellness coverage may provide for an appropriate rebate or reduction in premiums or for reduced copayments, coinsurance, or deductibles or a combination of these incentives for participation in a health behavior wellness, maintenance, or improvement program. Provides that an insurer providing a group or individual policy of accident and health insurance or a managed care plan is not required to continue any health behavior wellness, maintenance, or improvement program or to continue any incentive associated with a health behavior wellness, maintenance, or improvement program.

Amends the Illinois Income Tax Act to allow individual taxpayers, 65 years of age or older, a deduction for unreimbursed amounts spent on home health care services. Applicable to taxable years ending on or after December 31, 2007. Effective immediately.
Amends the Illinois Vehicle Code. Provides that, beginning July 1, 2009, each school bus that is purchased new shall be equipped with seat safety belts for each passenger. Provides that the State Board of Education shall adopt rules to ensure that school districts require all passengers on those buses to wear seat safety belts. Provides that, except for willful or wanton misconduct, a school bus driver may not be held personally liable for the failure of passengers to wear seat safety belts. Denies and preempts the exercise of home rule powers. Makes a corresponding change in the Illinois Municipal Code. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Effective immediately.
Recommends a thorough and complete assessment by the Illinois Department of Public Health in conjunction with the Centers for Disease Control and Prevention into the effectiveness of the Illinois screening legislation for preventing the spread of methicillin-resistant Staphylococcus aureus in Illinois hospitals.
Amends the Illinois Speech-Language Pathology and Audiology Practice Act. Makes a technical change in a Section concerning social security numbers.
Amends the Child Care Act of 1969. Makes a technical change in a Section concerning definitions.
Amends the Board and Care Home Registration Act. Makes a technical change in a Section concerning exemptions from other Acts.
Amends the Respiratory Care Practice Act. Makes a technical change to a Section concerning the application for an original license.
