Amends the Public Utilities Act. In provisions concerning issuance of a certificate of good standing authorizing a person to operate as a common carrier by pipeline, makes changes concerning the factors the Illinois Commerce Commission shall consider in its determination of public convenience and necessity for a proposed pipeline or facility; provides that an application may request either that the Commission review and approve a specific route for a pipeline, or that the Commission review and approve a project route width that identifies the areas in which the pipeline would be located; provides for a consolidated proceeding for decisions on consolidated applications; requires the Commission to make its determination on any application filed pursuant to this Section and issue its final order within one year after the date that the application is filed unless an extension is granted; provides that the rules of the Commission may include additional options for expediting the issuance of permits and certificates. Makes other changes. Effective July 1, 2011.

Amends the Statute on Statutes. Makes a technical change in a Section regarding the application of the Act.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
Amends the Liquor Control Act of 1934. Provides that, in accordance with a license issued under the Act, alcoholic liquor may be sold, served, or delivered in buildings and facilities under the control of the Department of Natural Resources during events or activities lasting 7 continuous days upon the written approval of the Director of Natural Resources acting as the controlling government authority. Makes other changes. Effective immediately.
Amends provisions of the Metropolitan Water Reclamation District Act concerning political contributions. Provides that during an officer's or employee's compensated time, other than vacation, personal, or compensatory time off, the officer or employee shall not solicit, give, or receive any assessment, subscription, or contribution from any member of the classified civil service for any political purpose. Provides that during an employee's compensated time, other than vacation, personal, or compensatory time off, an employee in the classified service shall not take any part in the management or affairs of any political party or in any political campaign, except under specified circumstances. Defines "compensated time" and "compensatory time off". Effective immediately.
Designates July 5, 2011 as "Education and Sharing Day" in the State of Illinois.
Amends the Department of Natural Resources Act. Makes a technical change in a Section concerning definitions.
Creates the DCFS Residential Services Construction Grant Program Act. Provides that the Capital Development Board, in consultation with the Department of Children and Family Services, shall establish the DCFS Residential Services Construction Grant Program and may make grants to eligible licensed residential service providers subject to appropriations. Provides that the Program shall operate in a manner so that the estimated cost of the Program during the fiscal year will not exceed the total appropriation for the Program and that grants shall be for the purpose of constructing or renovating new residential services sites, renovating existing residential services sites, and supporting capital rate enhancements for residential services sites' capital projects. Contains provisions on the use of grant moneys and reporting requirements. Effective immediately.
Creates the REAL ID Compliant Identification Cards Act. Provides standards for the issuance of REAL ID compliant identification cards (REAL ID cards). Provides that an individual who possesses an Illinois driver's license or Illinois Disabled Person Identification Card may be issued a REAL ID card, but no individual may hold both a REAL ID card and a non-REAL ID card. Provides standards for rejection of applications, revocation and cancellation, violations, and limitations on use. Provides that the fees for REAL ID cards are as follows: original $75, renewal $75, corrected $50, duplicate $75, and expedited card $150. Provides that collected fees are deposited in the Secretary of State Identification Security and Theft Prevention Fund and sets forth purposes for the use of those funds. Amends the Secretary of State Act to provide where federal agencies or agencies of any state government impose a fee upon the Secretary of State for the use of any data or communications systems maintained by those agencies, the Secretary of State may impose a reasonable reciprocal fee for any data or services provided to those agencies. Amends the Illinois Identification Card Act and Illinois Vehicle Code to provide that non-REAL ID cards shall have the phrase "Not for REAL ID Purposes" appearing on the face of the card and the color or design of the non-REAL ID cards shall be unique from REAL ID cards. Makes other changes. Effective immediately.
Amends the Code of Civil Procedure. Provides that when a person dies before an action is filed against him or her, a court may appoint a special representative for that decedent, against whom an action may be brought without opening an estate. Deletes a provision requiring notice to heirs or legatees as the court directs, and provides instead that the plaintiff must notify all known heirs or legatees of the decedent by U.S. mail. Provides that any interested person may be substituted as the special representative for good cause shown. Provides that proceeding under this provision shall not bar the estate from filing counterclaims. Deletes a provision limiting recovery to proceeds of any liability insurance available to the estate. Provides that these changes apply to actions commenced or pending on or after the effective date of this amendatory Act. Effective immediately.
