Proposes to amend the Bill of Rights Article of the Illinois Constitution relating to crime victim rights. Provides that a crime victim shall have the right to: (1) notice and to a hearing before a court ruling on an accused's request for access to any of the victim's records, information, or communications which are privileged or confidential by law; (2) be heard in person or in any other reasonable manner convenient to the victim at any proceeding in which a right of the victim is at issue; (3) be heard in person or in any other reasonable manner convenient to the victim at any plea, sentencing, reduction or change in sentence, or other proceeding in which a right of the victim is at issue; (4) timely disposition of the case following the arrest of the accused, including related post-conviction and post-judgment proceedings; (5) be heard in person or in any other reasonable manner convenient to the victim at any proceeding in which a right of the victim is at issue; (6) have the safety of the victim and the victim's family considered in denying or fixing the amount of bail and release conditions for the accused and in deciding any parole or post-judgment release decision; and (7) be informed of the conviction, the sentence, any post-judgment decision, any reduction of the sentence, the imprisonment, and the release of the accused. Effective upon being declared adopted.

Amends the Criminal Code of 1961. Provides that the penalty for attempted child abduction is a Class 3 felony (rather than a Class A misdemeanor). Provides that the penalty for child abduction is a Class X (rather than a Class 4) felony. Eliminates provision that a second or subsequent violation for child abduction by intentionally luring or attempting to lure a child under the age of 16 into a motor vehicle, building, housetrailer, or dwelling place without the consent of the child's parent or lawful custodian for other than a lawful purpose is a Class 3 felony.
Amends the Illinois Insurance Code in the provisions concerning autism spectrum disorders, habilitative services for children, and mental and emotional disorders to provide that certain coverage provided under those respective provisions through a group or individual policy of accident and health insurance or managed care plan shall be subject to the parity requirements of the provision concerning mental health parity. Sets forth a provision concerning mental health parity. Provides that every insurer that amends, delivers, issues, or renews a group policy of accident and health insurance in the State providing coverage for hospital or medical treatment and for the treatment of mental, emotional, nervous, or substance use disorders or conditions shall ensure adherence to the provisions concerning financial requirements and treatment limitations. Sets forth provisions concerning aggregate lifetime and annual limits. Amends the Health Maintenance Organization Act to comport with the provision of the Illinois Insurance Code concerning mental health parity. Makes other changes. Effective immediately.
Amends the State Finance Act. Creates the Small Business Development Grant Fund. Provides that moneys in the Fund shall be used, subject to appropriation, by the Department of Commerce and Economic Opportunity to make grants (i) to small businesses in the State that commit to using the grant moneys to create additional jobs, (ii) to small businesses from outside of the State that commit to relocate within the State, and (iii) for individual projects that create 100 or fewer additional jobs. Provides that the Department must give priority to (i) minority owned businesses, (ii) female owned businesses, (iii) businesses owned by a person with a disability, (iv) businesses that pledge not to use the grant moneys as additional compensation for an executive, and (v) businesses that have as their primary purpose the provision of energy derived from renewable energy technology. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the sexual exploitation of children.
Amends the State Comptroller Act, the Illinois State Collection Act of 1986, and the Illinois Income Tax Act. Provides that the Department of Revenue may enter into a reciprocal offset agreement with the Office of the State Comptroller and the Secretary of the Treasury of the United States, or his or her delegate, which provides for (i) the use of the Comptroller's offset system to offset State payments to collect federal nontax debts and for the Comptroller to charge a fee up to $25 per transaction for such offsets and (ii) offsetting federal payments, as authorized by federal law, to collect State debts, State tax, and nontax obligations. Sets forth the requirements for the agreement. Makes other changes.
