Amends the Abandoned Newborn Infant Protection Act. Provides that every hospital, fire station, emergency medical facility, and police station that is required to accept a relinquished newborn infant in accordance with the Act must post a sign in a conspicuous place on the exterior of the building housing the facility informing persons that a newborn infant may be relinquished at the facility in accordance with the Act. Requires the Department of Children and Family Services to prescribe specifications for the signs and for their placement that will ensure statewide uniformity. Effective immediately.

Amends the Beer Industry Fair Dealing Act. Defines "brand extension" as a brand that incorporates all or a substantial part of the features of a pre-existing brand of the same brewer and that relies to a significant extent on the good will associated with the pre-existing brand. Provides that a brewer may not fail to assign brand extensions to a wholesaler who has been granted the territory to the brand from which the brand extension resulted and who agrees to accept the brand extension, but this requirement does not apply if the wholesaler is not in compliance with the agreement at the time the brewer offers the brand extension to the wholesaler. Provides that a brewer who, under an agreement with a wholesaler that does not violate antitrust laws, has designated a sales territory for which the wholesaler is exclusively (rather than primarily) responsible or in which the wholesaler is required to concentrate its efforts, may not enter into an agreement with any other wholesaler to establish an additional wholesaler for the brewer's brand or brand extension in the territory. Provides that a wholesaler who, under an agreement is granted a sales territory for which it is exclusively (rather than primarily) responsible or in which it is required to concentrate its efforts, may not sell or deliver beer to any retail licensee whose place of business is not within the territory granted to the wholesaler. Effective immediately.
Amends the Illinois Vehicle Code. Provides that each school bus shall display at the rear of the bus a visible and readable sign, indicating the telephone number of the owner of the school bus, and indicating that the number is to be called to report erratic driving by the school bus driver. Provides that the owner of each school bus shall establish procedures for accepting these calls and for taking complaints. Provides that the procedures shall include, but not be limited to: an internal investigation of the events that led to each complaint; and a report to the complaining party on the results of the investigation and the action taken, if any.

Creates the Clean Coal FutureGen for Illinois Act for the purpose of providing the FutureGen Alliance with adequate liability protection, land use rights, and permitting certainty to facilitate the siting of the FutureGen Project in Illinois. Contain provisions concerning transfer of title to sequestered gas and associated liabilities to the State; insurance and indemnification by the State for the Operator for certain liabilities; permits; land use, including condemnation powers; and economic incentives. Contains other provisions and a severability clause. Amends: the Department of Commerce and Economic Opportunity Law concerning financial assistance; the Illinois Enterprise Zone Act concerning high impact businesses; the Court of Claims Act and the State Lawsuit Immunity Act concerning jurisdiction; and the Eminent Domain Act concerning condemnation authority. Effective immediately.
Urges the Governor to present a capital budget that includes $100,000,000, on an annual basis, for the Illinois Special Places Acquisition, Conservation and Enhancement (iSPACE) Program, which includes the following: (i) a new statewide land acquisition program to protect the State's most precious natural resources and provide recreational opportunities, including matching grants to local governments; (ii) implementation of the Partners for Conservation Program (formerly Conservation 2000) through land acquisition and management grants; and (iii) implementation of the Hunting Heritage Protection Act by increasing the amount of land acreage available for hunting opportunities in Illinois.
Disapproves of the decision of President George W. Bush to deploy more than 20,000 additional combat troops to Iraq and urges the orderly and rapid withdrawal of U.S. troops from Iraq.
