Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Changes the definition of "mandatory transition period" to include the period from the effective date through the date on which the Illinois Commerce Commission has approved declarations of competitive service for all classes of service offered in the service areas of all electric utilities that, on December 31, 2005, served at least 100,000 but fewer than 2 million residential customers. Requires the Commission to order certain utilities to file and implement tariffs to reinstate all 2006 rates beginning on the first day of the month immediately following the effective date. Prohibits the Commission from taking certain actions prior to 6 months after the effective date with respect to (i) initiating, authorizing, or ordering any change by way of increase or (ii) in approving an application for a merger, imposing a condition requiring any filing for an increase, decrease, or change in or other review of a utility's rates or enforcing such a condition. Provides that the Commission shall only declare the class of service to be competitive according to certain criteria (now, the Commission is required to declare the service to be competitive if the service or a reasonably equivalent substitute is available at a reasonable price from other providers other than the utility or an affiliate and the utility has lost or is reasonably likely to lose business for service to other providers). Makes other changes. Effective immediately.

Amends the Illinois Health Facilities Planning Act. Provides that changes of ownership of facilities licensed under the Nursing Home Care Act must meet the requirements set forth in the Nursing Home Care Act. Provides that facilities that are licensed under the Nursing Home Care Act are exempt from a provision requiring a permit before discontinuing certain health care facilities or categories of service. Makes technical changes. Effective immediately.
Creates the School Health Center Act. Requires the Department of Human Services to initiate 20 new school health centers over a 5-year period beginning July 1, 2007, and build capacity with existing school health centers in the State. Effective immediately.
Creates the Illinois Stem Cell Initiative of 2007. Contains only a short title provision.
Creates the Election Day Voter Registration Commission Act. Creates a commission appointed by the legislative leaders to study and report to the General Assembly on the possible implementation of election day voter registration. Abolishes the commission and repeals the Act January 1, 2009. Effective immediately.
Amends the Environmental Protection Act. In a Section regarding the control and reduction of emissions from fossil fuel-fired electric generating plants, provides that the Section is not intended to limit or restrict the authority of the Illinois Environmental Protection Agency to propose, or the Illinois Pollution Control Board to adopt, any regulations applicable or that may become applicable to these facilities that are required by federal law or that are otherwise part of the State's plan to attain the national ambient air quality standards or that are necessary to comply with the requirements of the federal Clean Air Act (now, just the applicable regulations required by federal law). Deletes a provision requiring the Board to adopt certain sulfur dioxide regulations and emission standards for existing fuel combustion stationary emission sources. Effective immediately.
Amends the School Code. Provides that, beginning 180 days after the effective date of the amendatory Act, each school district shall create and maintain a policy on bullying, which policy must be filed with the State Board of Education. Provides that the policy must be updated every 2 years and filed with the State Board after being updated. Provides that the State Board shall monitor the implementation of these policies. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that, based on an examination of a person admitted to a facility of the Department of Human Services, the Department shall (instead of may) provide necessary medical, education, and rehabilitation services and shall (instead of may) arrange for a further assessment and referral to appropriate alcoholism or substance abuse services. Provides that the assessment and referral shall be made to a provider who is able to accept the person for referral and perform a further assessment within a clinically appropriate time.
Amends the Illinois Vehicle Code, School Code, Child Passenger Protection Act, and Unified Code of Corrections. Makes various changes regarding: driver education requirements; graduated driver's licenses; instruction permits for minors; curfews for drivers under a specified age; the number of passengers under a specified age allowed in a vehicle driven by a newly licensed driver under a certain age; the use of seat safety belts; the use of wireless telephones by graduated driver's license holders; suspensions of driver's licenses of drivers under age 21 under specified circumstances; required appearances before the presiding judge with a parent or guardian under specified circumstances; vehicle impoundment for drivers arrested for street racing; and other matters. Repeals provisions creating the offense of drag racing. Creates the offenses of street racing and aggravated street racing, and makes conforming changes. Makes other changes. Effective January 1, 2008, except that the provisions amending the School Code are effective July 1, 2008.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may (rather than shall) compile a list of all registered vehicles. Deletes language requiring publication of the list at least annually. Provides that the list may (rather than shall) contain the names and addresses of registered owners and a brief description of each vehicle. Provides that a vanity or personal plate may be affixed to a trailer weighing 8,000 pounds or less paying the flat weight tax. Makes corresponding changes. Provides that the Secretary of State may stagger the registration dates of all vehicles (as well as those for which multi year plates are issued). Provides that the Secretary also may change the annual expiration date of registration. Provides that, to facilitate the staggering of registration dates, the Secretary may prorate all required registration fees, rounded to the nearest dollar (rather than only the fees of vehicles for which multi-year plates are issued), for a period of not longer than 18 (rather than 15) months. Provides that, for a charge of $15, the Secretary of State shall issue a special corrected certificate of title (i) to remove a co-owner's name due to the death of the co-owner or due to a divorce or (ii) to change a co-owner's name due to a marriage. Provides that the Secretary may revoke a certificate of title and registration card and issue a corrected certificate of title and registration card, at no fee to the vehicle owner or lienholder, if there is proof that the vehicle identification number is erroneously shown on the original certificate of title.
