Amends the Housing Authorities Act. Provides that no housing authority shall initiate an eviction action against a tenant for past due rent, if the amount owed is equal to one month's rent or is less than the amount required to file an eviction action in a court having jurisdiction over the matter, whichever is greater.
Amends the Illinois Income Tax Act. Provides that no corporate entity may claim an income tax credit, deduction, or exemption that is created by an Act of the General Assembly that first takes effect on or after the effective date of this amendatory Act of the 99th General Assembly. Provides that no credit, deduction, or exemption that is available to corporate entities on the effective date of this amendatory Act of the 99th General Assembly may be expanded by an Act of the General Assembly or by a rule adopted by a State agency. These changes are repealed on January 11, 2017. Creates a Corporate Tax Incentive Accountability Commission. Effective immediately.
Amends the Limited Liability Company Act. Provides that a low-profit limited liability company may be organized for religious, scientific, and literary purposes, for the purpose of fostering amateur sports competition, and for the purpose of preventing cruelty to children or animals.
Creates the For-Profit Community Corrections Prohibition Act. Provides that on or after the effective date of the Act, the State shall not contract with a for-profit prison company for community correctional supervision of persons in the custody of the Department of Corrections or the Department of Juvenile Justice. Provides that nothing in the Act shall be construed to allow privatization prohibited by the Private Correctional Facility Moratorium Act. Defines "community correctional supervision" and "for-profit prison company".
Amends the Uniform Penalty and Interest Act. Provides that the penalty for failure to pay the tax shown due or required to be shown due on a return shall be 15% (instead of 20%) of any amount that is paid after the date the Department has initiated an audit or investigation of the taxpayer. Provides that the penalty shall be rescinded if the taxpayer paid to the Department at least 95% of the final liability resulting from an audit or investigation prior to the initiation of the audit or investigation
Amends the Election Code. Makes a technical change in a Section concerning the nomination of candidates for the General Assembly.
Amends the Illinois Wage Assignment Act. Provides that an employee may revoke a wage assignment at any time by submitting written notice that he or she is revoking the wage assignment to the creditor. Makes corresponding changes.
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Adds involuntary sexual servitude of a minor to the offenses for which a health care worker license can be revoked. Provides that if a licensed health care worker has been convicted of a forcible felony, other than a forcible felony requiring registration under the Sex Offender Registration Act or involuntary sexual servitude of a minor that is a forcible felony, and the health care worker has had his or her license revoked, the health care worker may petition the Department of Financial and Professional Regulation to restore his or her license. Establishes factors that the Department shall consider in determining whether a license shall be restored. Further provides that this process for petition and review by the Department shall apply to a person whose licensed is denied under these provisions.
Amends the Juvenile Court Act of 1987 and the Code of Criminal Procedure of 1963. Provides that a minor who was under 18 at the time of the commission of an offense must be represented by counsel throughout the entire custodial interrogation. Provides that an oral, written, or sign language statement of a minor made without counsel present throughout the entire custodial interrogation of the minor shall be inadmissible as evidence in any juvenile court proceeding or criminal proceeding against the minor. Provides that in a proceeding under the Criminal Code of 2012, a minor who was under 18 at the time of the commission of the offense must be represented by counsel throughout the entire custodial interrogation of the minor and an oral, written, or sign language statement made without counsel present shall be inadmissible in any criminal proceeding against the minor.
