Amends the Juvenile Court Act of 1987. Provides that commitment to the Department of Juvenile Justice shall only be entered at the original sentencing hearing where the juvenile was found guilty of a felony offense, and not as a sentence for revocation of probation. Provides that the length of commitment to the Department of Juvenile Justice shall be proportionate to the underlying offense, and proportionate to sentences for minors who are similarly situated.

Amends the Nursing Home Care Act. Prohibits a person from establishing, operating, maintaining, offering, or advertising a facility within this State without providing to the Department of Public Health proof of liability insurance coverage in an amount not less than $1,000,000 per occurrence. Defines "liability insurance". Authorizes the Department to suspend, revoke, or refuse to issue or renew a license if the facility fails to have or maintain liability insurance coverage. Provides that the failure to maintain liability insurance coverage during the term of a facility's license shall be a separate "Type B" violation for each resident of the facility for each month, or part of a month, in which the facility did not have the minimum required liability insurance. Provides that a licensee shall pay 3 times the actual damages (instead of paying the actual damages), and costs and attorney's fees, to a facility resident whose rights, as specified in certain provisions of the Act, are violated.
Amends the Toll Highway Act. Makes a technical change in a definitions Section.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that the following persons shall not, as a result of their acts or omissions, be liable for civil damages under the Department of Human Services' Drug Prevention Program: (i) a health care professional who, acting in good faith, directly or by standing order, prescribes or dispenses an opioid antidote to a patient who, in the judgment of the health care professional, is capable of administering the drug in an emergency; and (ii) a person who is not otherwise licensed to administer an opioid antidote but who is permitted under the Act to administer an opioid antidote in an emergency if the person has received certain patient information and believes in good faith that another person is experiencing a drug overdose. Effective immediately.
Amends the Use Tax Act. Makes a technical change in a Section concerning the short title.
Urges the Department of Children and Family Services to reinstate the funding for the Alternative Schools Network's Youth Skills, Scholars, and Service and Project New Futures Programs.
Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police shall provide notice of the revocation of a person's Firearm Owner's Identification Card where the person is subject to revocation because the person is or was at the time of issuance subject to an existing order of protection and the reason of disqualification or revocation, to all law enforcement agencies with jurisdiction to assist with the seizure of the person's Firearm Owner's Identification Card. Effective immediately.
Creates the Employee Paid Health Care Time Act. Provides that employees shall accrue paid health care time at a rate of not less than one hour for every 22 hours worked for an employer with 50 or more employees and at a rate of one hour for every 40 hours worked for an employer with fewer than 50 employees. Sets forth purposes for which paid health care time may be used. Applies to employers employing one or more individuals. Defines terms.
Amends the Wildlife Code. Makes a technical change in a Section concerning the taking of various animals.
