Appropriates $18,609,600 from the General Revenue Fund to the Department of Public Health for expenses of AIDS/HIV Education, Drugs, Services, Counseling, Testing, Referral and Partner Notification (CTRPN), and Patient and Worker Notification pursuant to Public Act 87-763. Effective July 1, 2003.
Amends the Illinois Housing Development Act. Authorizes the Illinois Housing Development Authority to develop and implement a program of financial assistance to recently hired Illinois teachers purchasing their first primary residence. Limits the program to teachers employed by school districts defined by the State Board of Education as financially needy or experiencing a teacher shortage. Limits eligibility to public school teachers with no more than 2 years of employment as teachers who commit to teach in their school district for at least 3 years after their closing date. Effective July 1, 2003.
Amends the Illinois Act on the Aging. Creates the Illinois Long-Term Care Council. Requires the Department on Aging to maintain and operate the Long-Term Care Council. Contains provisions concerning the maintenance and operation of the Council. Provides that each area agency on aging, regional long-term care ombudsman program, and provider agency has certain responsibilities regarding the Council. Enumerates the powers and duties of the Council. Provides that the Council shall be composed of 16 voting members, 3 non-voting members from facilities, and State agency non-voting members. Contains provisions concerning the appointment of members to the Council. Provides that the Council shall meet at least 3 times per calendar year. Provides qualifications for voting members. Provides that (i) at least 2 voting members must be current or former residents of long-term care facilities or the family member of a current or former resident of a long-term care facility and (ii) at least 2 voting members must represent current or former long-term care resident councils or family councils. Contains provisions concerning representation of consumer and general public members of the council. Provides that there shall be 2 types of non-voting council members: long-term care facility members and State agency members. Provides that the non-voting facility members shall be long-term care facility employees or consultants as follows: one each from a for-profit facility, a not-for-profit facility, and a county facility. Provides that non-voting State agency members shall be representatives from certain State agencies. Provides that a representative of long-term care facility employees and a representative of Equip for Equality must also be included as non-voting members. Effective immediately.
Amends the Illinois Municipal Code. Makes technical changes in a Section concerning the short title.
Creates the Childhood Hunger Relief Act and amends the School Breakfast and Lunch Program Act. Requires the board of education for certain school districts to utilize available federal funding to establish a school breakfast program and a summer food service program. Provides that applications for participation in the school food programs shall be filed with the State Board of Education and information about the child's status shall be provided by the Department of Human Services upon written request. Makes changes concerning the breakfast incentive program. Effective immediately.
Amends the Domestic Violence Article of the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Requires a person against whom an order of protection is issued to surrender all firearms in the person's possession during the period in which the order is in effect. Requires, upon the motion of the court or a party, the translation of an order of protection into the language of a non-English speaking party if he or she is not fluent enough in English to understand the order. Provides for the payment of the translation out of the funds of the county or out of funds assessed as court costs.
