Amends the Illinois Municipal Code. Makes technical changes in a Section concerning the short title.

Amends the Firearm Owners Identification Card Act. Provides that a person, who is not a federally licensed firearm dealer, who desires to transfer or sell a firearm while that person is on the grounds of a gun show, must prior to the sale or transfer of the firearm: (1) request the Department of State Police to conduct a background check on the transferor and the prospective transferee of a firearm; (2) provide certain information to the Department; and (3) receive an approval from the Department of State Police, that after a background check was conducted, nothing in the records accessed by the Department, shall prohibit based on State or federal law, the purchaser from purchasing or possessing a firearm. Provides that failure to comply with these requirements is a Class A misdemeanor. Provides that failure to comply with these requirements is a Class 2 felony if the person has 2 or more previous convictions for these violations.
Creates the Lead Safe Housing Act. Contains only a short title provision.
Amends the Education for Homeless Children Act. Changes the definition of "parent". Provides that if a child is under the care or custody of a caregiver, then the caregiver may enroll the child in the school district where the caregiver resides if the child resides with the caregiver as a result of certain circumstances. Provides that before the child may be enrolled in the district, the caregiver must submit a Caregiver School Authorization form. Provides that a caregiver who completes and submits a Caregiver School Authorization form is authorized and agrees to (i) act in the place of the child's parents with respect to the child's education decisions and (ii) be the person that the district contacts with regard to truancy, discipline, and school-based medical care. Amends the State Mandates Act to require implementation without reimbursement. Effective January 1, 2005.
Amends the Swimming Facility Act. Makes a technical change in a Section concerning swimming facility closings.
Amends the Domestic Violence Shelters Act. Makes technical changes in a Section concerning the Domestic Violence Shelter and Service Fund.
Amends the Liquor Control Act of 1934. Makes a technical change to a Section concerning referenda on retail sales of alcoholic liquor.
Amends the Election Code. Provides that, when directed by resolution of the county board, the election authority of any county shall post on the Internet a county voters' guide for use at the consolidated election. Provides that certain information shall be included in and excluded from the voters' guide. Provides that arguments for and against a public question, except proposed constitutional amendments, may be included in the voters' guide. Provides that the State Board of Elections shall set fees to be charged for the inclusion of material in the voters' guide. Contains other provisions.
Amends the Illinois Public Aid Code. In provisions concerning eligibility for the AABD program, provides eligibility for persons who have been found ineligible for SSI due to expiration of the 7 years of eligibility for refugees and asylees pursuant to federal law. Effective immediately.
Amends the Governmental Account Audit Act. Makes a technical change in a Section concerning reports to the Comptroller.
