Creates the State Services Accountability Act. Provides that certain contractors and grantees with State contracts or grants or with contracts to perform public works shall certify that: they will not use State funds to promote, assist, or deter union organizing or to influence the decision of any of their employees to be represented or not represented by a labor organization; they will not require or prohibit the attendance of employees at a meeting related to union representation; they will not schedule or hold meetings related to union representation during an employee's work time or in work areas; and they will allow a labor organization the same opportunity to communicate with employees as is used by the contractor or the grantee. Provides that a labor organization may file a complaint with the Attorney General if it believes that a contractor or grantee is expending funds in violation of this Act and that the Attorney General shall then notify the contractor or grantee that it must provide an accounting with specified information. Provides for enforcement of the Act. Effective immediately.

Amends the Illinois Horse Racing Act of 1975. Makes a technical change to a Section concerning wagering.
Amends the Uniform Peace Officers' Disciplinary Act. Provides that a peace officer shall not be interrogated without written notice of his or her rights under the Act, delivered in person or by certified mail no less than 3 days before the interrogation, unless this requirement is waived by the officer. Effective immediately.
Amends the Illinois Procurement Code. Requires that each State contract include the contractor's certification that services performed under the contract or a subcontract shall be performed within the United States by U.S. citizens, holders of valid U.S. immigrant visas, or both. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section regarding parking.
Amends the Use Tax Act, the Service Use Tax Act, and the Retailers' Occupation Tax Act. On the effective date of this amendatory Act, ends the exclusion of the purchase, employment, and transfer of such tangible personal property as newsprint and ink for the primary purpose of conveying news (with or without other information) as a purchase, use, or sale of service or of tangible personal property under the Acts.
Amends the Counties Code and the Illinois Municipal Code. Provides that the Merit Commission (now, the plaintiff) shall pay the cost (now, the reasonable cost) of preparing and certifying for judicial review the record of a hearing by the Commission on the removal, demotion, or suspension of certain employees of the sheriff, police department, or fire department. Removes provisions requiring the court to award to a plaintiff who prevails in the judicial review proceeding a sum equal to the costs paid by the plaintiff to have the record prepared and certified for judicial review. Removes a provision allowing an alternative or supplemental form of due process based on impartial arbitration that is negotiated by an employer and a labor organization. Removes a provision making bargaining for alternative or supplemental forms of due process permissive for non-home rule units of local government unless the contract term was negotiated prior to a certain time. Provides that certain employers are not prohibited from agreeing, through the collective bargaining process, to submit disciplinary matters to the grievance and arbitration procedures in a collective bargaining agreement with the certified collective bargaining representative.
Amends the Unemployment Insurance Act. Sets forth alternate criteria for determining whether a "State 'on' indicator" or a "State 'off' indicator" exists for purposes of determining whether an extended benefit period is in effect. Changes criteria for determining the extended benefits to which an eligible exhaustee is entitled. Provides that the Governor may require, by Executive Order, that an individual who would otherwise be eligible for extended benefits exhaust all entitlement to benefits for which he or she is eligible under the federal Temporary Unemployment Compensation Act of 2002 or any similar federal law before receiving those extended benefits. Makes other changes. Effective immediately.
Amends the Illinois Public Labor Relations Act by re-enacting the amendatory changes to the Act made by Public Act 90-385. Adds validation provisions. Effective immediately.
Amends the Prevailing Wage Act. Makes technical changes in a Section concerning State policy.
