Amends the Illinois Public Labor Relations Act. Provides that for a unit of local government employing 2 or more employees a petition or request for recognition may be filed demonstrating that 75% or more of the employees wish to be exclusively represented in collective bargaining by a labor organization. Provides that the Illinois State Labor Relations Board shall investigate and process the petition or request for recognition according to Board rules. Includes these petitions or requests within the application of the Act. Effective July 1, 2005.

Amends the Election Code. Requires that an employer pay an employee during the leave the employer must give the employee to vote. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Educational Labor Relations Act. Requires an educational employer to furnish the exclusive bargaining representative with the names and addresses of its educational employees in the bargaining unit if requested by the representative. Limits the number of requests that must be met to 4 per calendar year. With regard to non-member fair share payments, provides that only the exclusive representative may negotiate provisions in a collective bargaining agreement providing for the payroll deduction of labor organization dues, fair share fee payments, initiation fees, or assessments. Provides that if a collective bargaining agreement is terminated or continues in effect beyond its scheduled expiration date pending the negotiation of a successor agreement or the resolution of an impasse under the Act, then the employer shall continue to honor and abide by any dues deduction or fair share clause contained in the agreement until a new agreement is reached. Sets forth applicability requirements for successor exclusive representatives. Effective immediately.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that in addition to the regular reporting requirements of the Act, all public transit agencies that receive State funding shall submit: (i) to biannual State financial and performance audits, (ii) to the Illinois General Assembly an annual Service Plan to increase and enhance service to low-income communities, (iii) certain details of any proposed or ongoing capital improvements receiving State funding where work has been approved or authorized by the public transit agencies. Requires the Regional Transportation Authority (RTA), the Chicago Transit Authority (CTA), the Commuter Rail Board (Metra), and the Suburban Bus Board (Pace) to submit "Service Performance Reports" by route or line compiled in a single report covering FY2000 through FY2005, and thereafter annually. Specifies the information to be contained in these Service Performance Reports. Provides that each public transit agency outside of the RTA region shall submit an annual assessment of the public transit needs of its county or transit district, the availability of public transit in its county or transit district, and its capital needs to provide adequate, timely, and efficient service. Requires all public transit agencies that receive State funding for operating or capital costs, or both, to develop and implement a citizen participation process. Requires the Department of Transportation to compile the Service Performance Reports on an annual basis and submit them to the Illinois General Assembly and the Governor. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Uniform Peace Officers' Disciplinary Act. Requires advance written notice of the name, rank, and unit of command of all persons who will be present on behalf of the employer during the interrogation of a peace officer.
Amends the Condominium Property Act. Provides that meetings of the board of managers and meetings of the board of masters associations shall be open to the unit owners, regardless of whether a formal vote is taken. Makes an exception to the open meeting requirement for informal meetings conducted via email. Defines "meeting".
Amends the Illinois Public Labor Relations Act. Requires a public employer to furnish the exclusive bargaining representative with the names and addresses of its public employees if requested by the representative. Limits the number of requests that must be met to 4 per calendar year.
Amends the Illinois Public Labor Relations Act. Provides that submission of all disciplinary matters to the grievance and arbitration procedure is a mandatory subject of bargaining notwithstanding the existence of any other applicable statute.
