Amends the Counties Code and the Illinois Municipal Code. Makes technical changes in Sections concerning community antenna television systems.

Amends the Illinois Human Rights Act. Makes a technical change in a Section identifying the short title of the Act.
Creates the Residential Landlord-Tenant Act. Applies to residential tenancies. Contains provisions regarding: creation of tenancies; rights and responsibilities of landlords and tenants; the rights of tenants to organize; changes in the terms of tenancies; termination of tenancies; security deposits; and other matters.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
Creates the Public Service Accountability Act. Sets out the requirements for privatization contracts between contractors and State agencies. Provides for the monitoring and enforcement of privatization contracts. Establishes fines and prison sentences for a violation of certain Sections of the Act. Effective immediately.
Creates the Residential Tenants' Right to Repair Act. Provides that, if a repair is required under a residential lease agreement or required under a law, rule, or ordinance and the reasonable cost of the repair does not exceed the lesser of $500 or one-half of the monthly rent, the tenant may notify the landlord in writing of the tenant's intention to have the repair made at the landlord's expense. Provides that, if the landlord fails to make the repair within 14 days or more promptly in an emergency the tenant may have the repair made and, after submitting a paid bill to the landlord, deduct from his or her rent the amount of the bill, subject to specified limitations. Sets forth exceptions and provisions concerning mechanics lien laws. Provides that a home rule unit may not regulate residential lease agreements in a manner that diminishes the rights of tenants under the Act.
Amends the Illinois Public Labor Relations Act. Provides that submission of all disciplinary matters to the grievance and arbitration procedure is a mandatory subject of bargaining notwithstanding the existence of any other applicable statute.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that it is not a violation of law for a person to perform a solid organ transplant of an organ from an HIV positive donor to a person who has tested positive for exposure to HIV or any other identified causative agent of AIDS and who is in immediate threat of death unless the transplant is performed. Provides that a tissue bank that provides an organ from an HIV positive donor under this provision may not be criminally or civilly liable for the furnishing of that organ. Effective immediately.
Amends the General Homestead Exemption provisions of the Property Tax Code. Provides that in a county with 3,000,000 or more inhabitants if the assessed valuation of property has increased by more than 20% over the previous assessed valuation of that property, an additional exemption is allowed, with the amount of the additional exemption determined by household income. Effective immediately.
Amends the Community Senior Services and Resources Act. Authorizes the Director of Aging to accept monetary bequests and gifts for deposit into the Community Senior Services and Resources Fund. Directs the Department on Aging, in conjunction with the Community Senior Services and Resource Center Advisory Committee, to design an awareness campaign that can be implemented by senior services and resource centers at their individual expense. Effective immediately.
