Amends the School Code. Makes a technical change in a Section concerning the members of the State Board of Education.

Amends the Illinois Domestic Violence Act of 1986. Removes the definitions of "adult with disabilities" and "elder adult with disabilities". Provides that, under the definition of "family or household members", caregivers include former employees of facilities licensed or certified under the Nursing Home Care Act, the Assisted Living and Shared Housing Act, and the federal Social Security Act. Provides, under the definition of a "high-risk adult with disabilities", that a person may be an adult with disabilities for purposes of this Act even though he or she has never been adjudicated an incompetent adult. Provides that no court proceeding may be initiated or continued on behalf of an adult with disabilities over that adult's objection, unless the proceeding is approved by his or her legal guardian, if any. Effective immediately.
Amends the Recreational Trails of Illinois Act with respect to the Off-Highway Vehicle Trails Fund. Removes the prohibition of using moneys in the Fund for construction of motorized recreational trails on Department of Natural Resources owned or managed land. Effective immediately.
Amends the Sex Offender and Child Murderer Community Notification Law. Provides that a manager of a condominium or of an apartment building shall post in a conspicuous place in the common areas of the condominium or apartment building a notice as to how a unit owner or renter can obtain information about persons who are registered as sex offenders under the Sex Offender Registration Act, including how to access information maintained in the Statewide Sex Offender Database that is posted on the Department of State Police Web site. Effective immediately.
Amends the School Code. In a provision concerning teachers in school districts other than the Chicago school district, makes the probationary period 2 (instead of 4) consecutive school terms before the teacher enters upon contractual continued service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Criminal Code of 1961. Provides that the provisions of any ordinance or resolution of a unit of local government that impose restrictions or limitations on the acquisition, possession, transportation, storage, purchase, sale, or other dealing in rifles and shotguns, and ammunition, components, accessories, and accoutrements of rifles and shotguns other than those imposed by the statute concerning the unlawful possession of firearms and firearm ammunition are void. Preempts home rule. Effective immediately.
Amends the Local Government Debt Reform Act. Makes a technical change in a Section concerning the short title.
Amends the Township Code and the Illinois Highway Code. Provides that a township or a road district may borrow money from a bank or financial institution if the money is to be repaid within 10 years (instead of one year). Provides that a township road district, with the approval of the town board of trustees, may borrow money from the town fund, if the money is to be repaid within 10 years (now, one year). Provides that a township may construct a township hall under contracts providing for payment over a period of time of not more than 10 years (instead of 5 years). Provides that a referendum is required for a township to lease, for a period of longer than 10 years (instead of 5 years), a township hall, a multi-purpose senior center, or a combination. Makes a technical change to a cross-reference. Effective immediately.
Amends the Wildlife Code. Allows members of the armed forces of the United States while on active duty assigned to a military facility in Illinois to obtain a resident hunting license and for waiver of the FOID card requirement. Effective immediately.
Amends the Civil Administrative Code. Provides that the Advisory Board of Livestock Commissioners shall consist of 26 persons (now 25) and that one representative of deer breeders and one representative of elk breeders (instead of one of deer or elk breeders) shall be members. Amends the Wildlife Code. Provides that notwithstanding any other provision of the Code, the Department of Agriculture shall have complete and sole authority over captive farm raised cervids. Creates the Farm Raised Cervids Fund. Provides that the Department shall seek the advice of at least one member of a State association representing deer breeders when developing the rules concerning farm raised cervids. Effective immediately.
