Amends the Surface-Mined Land Conservation and Reclamation Act. Makes technical changes to the statement of policy.

Amends the Illinois Public Labor Relations Act. Makes the Act inapplicable to units of local government with fewer than 10, rather than 35, employees.
Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2003, moneys contributed during the taxable year by the taxpayer for the purchase of an Illinois prepaid tuition contract, excluding moneys rolled over from another qualified tuition program account, may be deducted from the taxpayer's federal adjusted gross income in arriving at base income for Illinois income tax purposes. Exempts the deduction from the sunset provisions of the Act. Amends the Illinois Prepaid Tuition Act to include a reference to the deduction. Effective immediately.
Amends the Wildlife Code. Provides that game birds may be taken upon a Class B game breeding and hunting preserve area all year. Provides that the license fee for a Class B license may not exceed $200. Provides that a nonresident hunting license to take game birds on a breeding and hunting preserve area shall expire on the same date each year that game breeding and hunting preserve area licenses expire (instead of March 31 of each year). Provides that the register, which a holder of a hunting license to take game birds on a breeding and hunting preserve area is required to keep and submit to the Department of Natural Resources, need not show the number of game birds propagated each year and need only show the month (instead of the date) that game birds were taken or released. Removes the provision that the Department of Natural Resources shall not in any year furnish any licensee of a game bird hunting license a number of tags in excess of the number of game birds which may lawfully be taken from a breeding and hunting preserve area.
Amends the Property Tax Code. Makes technical changes in the Special Service Area Tax Law.
Amends the School Code. Makes a technical change in the State aid formula provisions concerning supplemental general State aid.
Amends the Firearm Owners Identification Card Act. Changes, from 21 years of age or over to 18 years of age or over, the age at which a person may apply for and be issued a Firearm Owner's Identification Card without the consent of a parent or legal guardian. Effective immediately.
Amends the Liquor Control Act of 1934. Reduces the fee for a retailer's license that is issued to a licensed veterans' organization from $500 to $175. Effective July 1, 2004.
Amends the State Employees Article of the Illinois Pension Code. Provides the alternative (State Police) formula for employees of the Department of Agriculture who are assigned to the Department of Corrections and who have daily contact with inmates by working within a correctional facility. Effective immediately.
Creates the Computer Lemon Act. Establishes rights for purchasers of defective computers and specified related devices in the case of ineffective repairs under warranty, failure of a manufacturer to take timely action regarding repairs, or repeated malfunctions or defects. Requires manufacturers to provide specified notices and keep specified records. Provides that a purchaser may bring a civil action against a manufacturer that violates the Act and recover damages, attorney's fees, costs, and expert expenses. Provides that a knowing violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act, and amends the Consumer Fraud and Deceptive Business Practices Act accordingly.
