EPA-NO LANDFILLS BY AIRPORTS

Amends the Environmental Protection Act. Provides that on and after the effective date of this amendatory Act no permit for the development or construction of a new municipal solid waste landfill unit may be granted by the Agency for a municipal solid waste landfill located within 6 miles of a public airport that is primarily served by general aviation aircraft and regularly scheduled flights of aircraft designed for 60 passengers or less. Prohibits a county board or the governing body of the municipality from approving a request for siting approval of a municipal solid waste landfill meeting similar location requirements. Effective immediately.

SUPREME CT-CAMPAIGN MONEY

Amends the Election Code. Requires the State Board of Elections to develop and administer a program of public campaign financing for candidates for nomination or election to the office of Illinois Supreme Court judge. Prohibits candidates from accepting contributions and making expenditures except as provided by this program. Requires candidates to receive 250 separate seed money contributions of $5 each to qualify for public funds. Limits the amount of public funds per candidate to $25,000 for a primary and $50,000 for an election. Limits expenditures to the amount of public financing received plus seed money contributions.

PROP TX-ASSESSMENT BOOKS

Amends the Property Tax Code. In a provision authorizing a county to bill a township for the reasonable costs incurred in completing the assessments, provides that, if the township does not make payment to the county by October 1 of the year immediately following the assessment year for which the township was billed by the county, then the county collector shall deduct the amount owed to the county from the next distribution of funds to that township. Effective immediately.

MUN&CRIM CD-ALDERMEN-FIREARMS

Amends the Illinois Municipal Code. Provides that the provision that states that certain municipal officials are conservators of the peace after completion of a training course administered by the Illinois Law Enforcement Training Standards Board does not apply to any alderman, councilman, or trustee of a municipality that restricts or prohibits the private ownership or possession of any firearms by residents of that municipality by ordinance or resolution. Amends the Criminal Code of 1961. Provides that a violation of the offense of aggravated unlawful use of a weapon by any alderman, councilman, or trustee of a municipality not entitled to carry or possess a firearm in accordance with that provision of the Illinois Municipal Code is a Class 3 felony. Effective immediately.

LIQUOR-VET ORG-RETAILER FEE

Amends the Liquor Control Act of 1934. Adds a definition of "licensed veterans' organization". Reduces the fee for a retailer's license that is issued to a licensed veterans' organization from $500 to $175. Effective July 1, 2005.

FIREARMS-CONCEALED CARRY-JUDGE

Creates the Personal Protection for Judges and State's Attorneys Act. Establishes statewide uniform standards for the issuance of permits to carry concealed firearms in this State. Authorizes the county sheriff to issue concealed firearms permits to Judges, State's Attorneys, and Assistant State's Attorneys. Requires an applicant to complete a training course in handgun use, safety, and marksmanship. Amends the Criminal Code of 1961. Exempts, from an unlawful use of weapons and aggravated unlawful use of weapons violation, Judges, State's Attorneys, and Assistant State's Attorneys who carry or possess firearms in accordance with the Personal Protection for Judges and State's Attorneys Act. Preempts home rule. Effective immediately.

PHYS ASTNT-EMERGENCY CARE

Amends the Physician Assistant Practice Act of 1987. Allows a physician assistant who is licensed under the Act, licensed or certified by another regulatory jurisdiction in the United States, or credentialed as a physician assistant by a federal employer to respond to a need for medical care created by a natural disaster, accident, or other emergency and to render the care that he or she is able to provide without supervision or with supervision, as it is available. Exempts a physician who supervises a physician assistant who is providing medical care in response to a natural disaster, accident, or other emergency from the requirements of the Act as they relate to supervising physicians. Amends the Good Samaritan Act to exempt a physician assistant who is licensed or certified by another regulatory jurisdiction in the United States or credentialed as a physician assistant by a federal employer from civil liability for emergency care. Effective immediately.

PROP TX-DISABLED VETS

Amends the Property Tax Code. Ends the current exemption for disabled veterans with the 2005 tax year. Beginning with the 2006 tax year, provides a property tax exemption for property that is owned and used as a homestead by a disabled veteran or the spouse or unmarried surviving spouse of the veteran. Provides that the amount of the exemption is an amount equal to the assessed value of the property multiplied by the percentage of disability of the veteran. Sets forth requirements for the exemptions. Provides that a surviving spouse may transfer the exemption to homestead property acquired after the veteran's death. Requires an annual application for the exemptions. Effective immediately.

CRIM CD-LOCAL REG FIREARMS

Amends the Criminal Code of 1961. Provides that the provisions of any ordinance or resolution adopted by any unit of local government that impose restrictions or limitations on the acquisition, possession, transportation, storage, purchase, sale, or other dealing in firearms and firearm ammunition, components, accessories, and accoutrements for firearms that do not provide an exception for the use or possession of a firearm for the act of self-defense or defense of another when on one's land or in one's abode or fixed place of business are invalid, and all those existing ordinances and resolutions are void. Provides that a unit of local government, including a home rule unit, may not regulate the possession or use of a firearm kept for self-defense or defense of another and may not regulate ammunition, components, accessories, or accoutrements for such firearm. Effective immediately.

TELEPHONE CUSTOMER INFO

Creates the Customer Proprietary Network Information Protection Act. Prohibits a person from selling or disclosing, offering to sell or disclose, or purchasing or offering to purchase any customer proprietary network information relating to the wireless telephone service account of any resident of this State, with these exceptions: disclosure or purchase that is authorized by law or regulation, an order of any agency having regulatory authority over a wireless telephone service provider, or the wireless telephone service accountholder; and disclosure in accordance with a subpoena, warrant, or other lawful process. Provides that a person who knowingly violates the Act commits a Class C misdemeanor and also commits an unlawful practice within the meaning of the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act accordingly. Effective immediately.
