Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who is a teacher teaching in a school in Illinois. Provides that the amount of the credit is equal to the eligible classroom expenses made by the taxpayer during the taxable year, but the credit may not exceed $500. Defines "eligible classroom expenses" as the aggregate amount of nonreimbursed classroom expenses made by the taxpayer during the taxable year less $250. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that, if a sporting event, theater, musical performance, or other event is cancelled, a person or entity who sold a ticket to the event to a consumer shall, upon the return of the ticket by the consumer, refund to the consumer the full price that the consumer paid to the person or entity for the ticket, including all fees, regardless of how characterized, paid by the consumer, except that the person or entity is not required to refund to the consumer a reasonable ticket delivery fee if the person or entity clearly disclosed the amount of the delivery fee to the consumer at the time of sale and clearly disclosed to the consumer at the time of sale that the delivery fee would not be refunded upon cancellation of the event. Provides that a violation constitutes an unlawful practice within the meaning of this Act.
Creates the Southern Illinois Economic Development Authority Act. Creates the Southern Illinois Economic Development Authority in Franklin, Perry, Randolph, Jackson, Williamson, Saline, Gallatin, Union, Johnson, Pope, Hardin, Alexander, Pulaski, and Massac Counties in order to promote economic development within those counties. Contains provisions concerning the powers and duties of the Authority. Allows the Authority to acquire, own, sell, lease, or otherwise dispose of interests in real property and to issue bonds, notes, or other evidences of indebtedness for certain purposes in an aggregate amount not to exceed $250,000,000. Provides that the Authority shall be governed by a 21-member board. Contains other provisions. Effective immediately.
Creates the Public Accommodations Act. Contains a short title provision only.
Creates the Gun-free Zone Criminal Conduct Liability Act. Provides that any person, organization, or entity or any agency of government, including any unit of local government, that creates a gun-free zone is liable for all costs, attorney's fees, and treble damages resulting from criminal conduct that occurs against an individual in the gun-free zone, if a reasonable person would believe that possession of a firearm could have helped the individual defend against such conduct. Defines "gun-free zone". Effective immediately.
Amends the Criminal Code of 1961. Eliminates the provisions that permit a child sex offender to reside within 500 feet of a school, playground, or a facility providing programs or services exclusively directed toward persons under 18 years of age or within 500 feet of the victim of the sex offense who is under 21 years of age if the residence property is owned by the child sex offender and was purchased before the effective date of the provisions prohibiting child sex offenders from residing near these facilities or victims.
Amends the Juvenile Court Act of 1987. Provides that a minor who is a chronic truant and who is adjudged to be a truant minor in need of supervision may be placed in detention for a period not to exceed 30 days, either as the exclusive order of disposition or, where appropriate, in conjunction with any other order of disposition issued, provided that any such detention shall be in a juvenile detention home and the minor so detained shall be 10 years of age or older.
Amends the Sex Offender Management Board Act and the Unified Code of Corrections. Provides that a person convicted of criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, aggravated criminal sexual abuse, or felony criminal sexual abuse shall be placed on conditional release after the completion of his or her imprisonment in a Department of Corrections facility. Provides that a person sentenced for these offenses shall serve an indeterminate sentence. Provides for the length of conditional release. Provides that the conditions of conditional release may include successful completion of treatment and aftercare in a program approved by the Director of Corrections, the Prisoner Review Board, and the Sex Offender Management Board and satisfaction of the release conditions specified by the Prisoner Review Board and Sex Offender Management Board. Provides that before the offender is released, the Director of Corrections shall notify the sentencing court, the State's Attorney in the jurisdiction where the offender was sentenced, and the victim of the offender's crime, whenever possible, of the terms of the offender's conditional release. Provides that if the offender fails to meet any condition of release, the Director of Corrections, upon the approval of the Prisoner Review Board, may revoke the offender's conditional release and order that the offender serve the remaining portion of the conditional release term in a Department of Corrections facility. Provides that the Prisoner Review Board, in consultation with the Director of Corrections and the Sex Offender Management Board, shall establish criteria and procedures to use in making release and revocation decisions on offenders sentenced under the indeterminate sentencing provisions. Provides that by December 31, 2006, the Prisoner Review Board shall provide the General Assembly with a written report containing the criteria and procedures the Board proposes to use in deciding whether to release a sex offender subject to an indeterminate sentence.
Amends the Illinois Vehicle Code. Provides for the issuance of Iraqi Freedom license plates at an additional initial charge of $40 and an additional renewal charge of $27 with eligibility requirements to be determined by the Secretary of State. Provides that $15 of the initial charge and $2 of the renewal charge shall be paid into the Secretary of State Special License Plate Fund and $25 of the initial charge and $25 of the renewal charge shall be paid into the Illinois Veterans Assistance Fund. Amends the Illinois Lottery Law. Provides that the moneys deposited into the Illinois Veterans Assistance Fund from the sale of Iraqi Freedom license plates may, subject to appropriation, be used by the Department of Veterans' Affairs to provide grants to assist in the financial and educational support of minor and dependent children of veterans who died or were disabled in the line of duty.
Amends the Abused and Neglected Child Reporting Act. Adds members of a school board, the Chicago Board of Education, or the governing body of a private school as mandated reporters. Provides that any person who knowingly and willfully violates any mandated-reporter provision of the Act other than a second or subsequent violation of transmitting a false report is guilty of a Class 4 felony (instead of a Class A misdemeanor) for a first violation and a Class 3 (instead of Class 4) felony for a second or subsequent violation. Effective immediately.
