Amends the State Comptroller Act. Creates a provision allowing the Comptroller to establish and conduct a training and certification program for Tax Increment Finance administrators. Sets forth requirements of the program. Amends the Property Tax Code. Requires the name and identification number of a redevelopment project area where the property is located and a State Internet website address with information on tax increment financing to be printed on specified bills. Amends the Illinois Municipal Code. Provides that on and after January 1, 2013, the State Comptroller must post on its website specified information. Sets forth the requirements for the posting, daily charges for delinquent reports, times for filing reports, and extensions. Amends the Industrial Jobs Recovery Law of the Illinois Municipal Code. Provides that a municipality must electronically submit financial statements for each redevelopment project area. Further provides that, for each redevelopment project area, municipalities must also submit a list of all intergovernmental agreements in effect and an accounting of any moneys transferred or received by the municipality during that fiscal year pursuant to those intergovernmental agreements. Makes other changes. Amends the School Code. Provides that for certain school districts, the calculated local property tax revenues per pupil shall include any surplus received by the school district in the previous year from a special tax allocation fund, as provided by the Tax Increment Allocation Redevelopment Act or the Industrial Jobs Recovery Law. Effective January 1, 2013.

Amends the Property Tax Code. Provides that the county clerk shall distribute any redemption payments, along with any accrued interest and penalties, to the holder of the certificate of purchase (i) within 15 business days after payment is received from the redeeming party or (ii) upon surrender of the certificate of purchase by the certificate holder, whichever occurs later. Provides that, if a redemption payment is made under protest, the county clerk shall distribute the redemption money within 15 business days after a certified copy of the court order directing the county clerk to make such a distribution is presented to the county clerk. Requires tax purchasers to notify the county clerk if the certificate of purchase is assigned or reassigned. Excludes partial redemption payments and redemption payments that have been set aside by court order. Provides that the Section does not apply in counties with more than 3,000,000 inhabitants. Effective January 1, 2012.
Amends the Criminal Code of 1961. Creates the offense of continuous sexual abuse of a child. Provides that a person commits the offense when he or she: (1) during a period that is 30 or more days in duration, the person commits 2 or more acts of sexual abuse, regardless of whether the acts of sexual abuse are committed against one or more victims; and (2) at the time of the commission of each of the acts of sexual abuse, the defendant is 17 years of age or older and the victim is a child under 14 years of age. Defines "act of sexual abuse". Establishes restrictions on conviction. Provides that a defendant may not be charged with more than one count of continuous sexual abuse of a child if all of the specific acts of sexual abuse that are alleged to have been committed are alleged to have been committed against a single victim. Establishes an affirmative defense. Provides that continuous sexual abuse of a child is a Class X felony for which the defendant shall be sentenced to a term of imprisonment of not less than 25 years and not more than natural life imprisonment.
