Create the First Response Broadcasters Act. Defines "broadcaster" and "first response broadcaster". Provides that broadcasters shall, in cooperation with the Illinois Emergency Management Agency and the Illinois Broadcasters Association or its successor organization, develop comprehensive, coordinated plans for preparing for and responding appropriately to an emergency or disaster. Sets forth procedures for training and certification of broadcasters and priorities for distribution and confiscation of equipment, supplies, and facilities. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a unit of local government or the Department of Transportation shall authorize the operation of all-terrain vehicles or recreational off-highway vehicles or both on rural roads under its jurisdiction if the unit of local government or Department determines that the public safety will not be jeopardized. Provides that before permitting the operation of all-terrain vehicles and recreational off-highway vehicles on rural roads, a unit of local government or the Department must consider the volume, speed, and character of traffic on the roadway and determine whether all-terrain vehicles or recreational off-highway vehicles may safely travel on or cross the roadway. Provides that appropriate signs shall be posted on rural roads where the operation of all-terrain vehicles or recreational off-highway vehicles is permitted. Provides that if a roadway is under the jurisdiction of more than one unit of government, all-terrain vehicles and recreational off-highway vehicles may not be operated on the roadway unless each unit of government agrees and takes action as provided in this amendatory Act. Limits home rule powers. Effective immediately.
Amends the Hotel Operators' Occupation Tax Act. Provides that the term "occupancy" does not include the use of any room or rooms used or paid for by representatives of an organization chartered by the United States Congress to provide disaster relief. Amends the Metropolitan Pier and Exposition Authority Act. In a Section concerning hotel taxes imposed by the Authority, provides that the tax is not imposed on the renting, leasing, or letting of hotel rooms used or paid for by representatives of an organization chartered by the United States Congress to provide disaster relief. Provides that the rooms must be used for official purposes of the organization. Effective immediately.
Amends the Use Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Department of Human Services Act. Makes a technical change in a Section concerning the general powers and duties of the Department.
Amends the Illinois Power Agency Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Lottery Law. In a provision concerning scratch-off games for the benefit of Illinois veterans, provides that the net revenue from the games that is deposited into the Illinois Veterans Assistance Fund shall be used to support veteran employment and employment training in addition to certain other veterans' issues. Effective immediately.
Amends the Prevailing Wage Act. Makes a technical change in a Section concerning State policy.
Amends the Surface-Mined Land Conservation and Reclamation Act. Makes a technical change in a Section concerning a statement of policy.
