Amends the Telecommunications Article of the Public Utilities Act. Provides that, for the purpose of determining whether a telecommunications carrier must pay a credit to a consumer, a work stoppage is not an emergency that exempts the carrier from paying a credit.

Amends the Public Utilities Act. Adds a caption and makes technical changes to the short title Section of the Telecommunications Article.
Amends the Mobile Home Local Services Tax Enforcement Act. With respect to the notice for application of judgment and sale of tax-delinquent mobile homes, removes the requirement that the notice include the mobile home park where the mobile home is sited, if known, the model year of the home, and the square footage of the home. Provides that the vehicle identification number of the mobile home must be listed only if known. Effective immediately.
Amends Article 20 of the Fish and Aquatic Life Code. Makes a technical change in a Section concerning a stamp required for trout fishing on inland waters.
Amends the Illinois Vehicle Code. Provides that commencing with the 2004 registration year, any vehicle owner eligible for (as well as any vehicle owner who has claimed and received) a grant under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act pays a reduced registration fee of $24 for specified vehicles.
Amends the Wildlife Code. Makes technical changes in a Section concerning the propagation and stocking of mammals and birds.
Amends the Environmental Protection Act. Increases the fee for disposal of more than 150,000 cubic yards of non-hazardous solid waste per year. Provides that the moneys from the increase shall be used to enhance the Agency's permit review functions. Effective July 1, 2003.
Amends the Wildlife Code. Makes technical changes in a Section concerning the short title.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain persons who are employed by the Department of State Police and have direct contact with committed persons. Effective immediately.
Authorizes the Department of Natural Resources to engage in the conveyance of certain land. Effective immediately.
