Amends the Counties Code. Provides that a county may annually levy and collect taxes upon all taxable property within its territory at a rate that will produce a sum that will be sufficient to pay the cost of providing, for the benefit of employees of the county, group life, health, accident, hospital, and medical insurance, or any one or any combination of those types of insurance, or the cost to the county board to self-insure for any one or any combination of those types of insurance. Amends the Property Tax Extension Limitation Law of the Property Tax Code to exempt the special purpose extension by the county for this purpose from the extension limitation provisions of the Law.

Amends the Firearm Owners Identification Card Act. Permits a person who is 18 years of age or older to acquire and possess firearm ammunition without having a Firearm Owner's Identification Card issued in the person's name. Permits the transfer of firearm ammunition to a person who is 18 years of age or older without the transferee of the ammunition displaying to the transferor of the ammunition a currently valid Firearm Owner's Identification Card issued in the transferee's name.
Amends the Prevailing Wage Act. Provides that a joint labor-management committee established pursuant to the federal Labor Management Cooperation Act of 1978 may bring an action in any court of competent jurisdiction against an employer that fails to pay the prevailing wage to its employees. Provides that such an action must be commenced not later than 3 years after the date that the public works project was completed. Provides that the Department of Labor also has a right of action on behalf of a labor-management committee.
Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Authorizes the Department to lease its property and facilities for up to 10 years. Requires the Governor's written approval for a lease of more than 5 years. Authorizes the Department to let concessions at its facilities and requires that the Department receive a percentage of concession revenues. Authorizes the Department to collect appropriate and reasonable fees for its leases and to use the fees for the property or facilities. Effective immediately.
Amends the Illinois Natural Areas Preservation Act. Makes technical changes in a Section concerning the short title.
Amends the Illinois Health Facilities Planning Act and the Illinois Public Aid Code. Directs the Department of Public Health to implement a program for voluntary closure or partial closure of nursing homes. Requires implementation of the program by August 15, 2005. Under the Medicaid program, provides for a planned closure rate adjustment in the Medicaid reimbursement rates otherwise payable to a nursing home. Allows a nursing home to assign a planned closure rate adjustment to one or more other nursing homes.
Amends the Property Tax Code to allow a member of an elected board of review to hold other lucrative public office or public employment if not for a governmental body that levies real estate taxes. Amends various Acts relating to the governance of public universities in Illinois to allow a governing board member to be an employee of the federal government.
Amends the Animal Control Act. Makes technical changes in a Section concerning impounding dogs.
Amends the Animal Disease Laboratory Act. Removes the prohibition against the Department of Agriculture collecting fees for diagnostic tests required by Illinois law that are performed by its animal disease laboratories. Authorizes the Department to collect fees for the laboratories' analyses of diagnostic tests required by Illinois law. Effective immediately.
