Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Creates the Utility Worker Safety and Security Act. Contains a short title only.
Amends the Code of Civil Procedure. Provides for interest on a judgment from the date the cause of action accrued (instead of the date of the judgment). Effective immediately.
Amends the Telephone Solicitations Act. Provides that it is a violation of the Act to make or cause to be made a telephone solicitation call to any cellular phone unless the solicitor knows that the person receiving the call will not have to pay for receiving the call. Amends the Public Utilities Act. Exempts commercial mobile radio service (cell-phone) providers from certain reporting requirements. Also exempts them from the requirement that all reports made to the Commission shall be open to public inspection. Includes technical corrections. Effective on January 1, 2004.

Amends the Firearm Owners Identification Card Act. Makes technical changes in a Section concerning a legislative declaration.
Amends the Renewable Fuels Development Program Act. Makes a technical change in a Section concerning the findings of the General Assembly.
Amends the Department of Natural Resources Act. Makes a technical change with respect to definitions.
Amends the Illinois Farm Development Act. Removes provisions requiring that certain loan guarantee applications must provide collateral that is at least equal to the State's portion of the guarantee to be provided.
