Repeals the Soil Conservation Allotment Act. Effective immediately.

Amends the Criminal Code of 1961. Provides that a person who kills an emergency management worker in the course of performing his or her official duties or in retaliation for performing his or her official duties is eligible for the death penalty. Provides for various other enhanced penalties for assaulting or harming an emergency management worker. Creates the offense of obstructing an emergency management worker.
Amends the Department of Natural Resources Act. Makes a technical change with respect to definitions.
Amends the Illinois Natural Areas Preservation Act. Makes technical changes in a Section concerning the short title.
Amends the Meat and Poultry Inspection Act. Requires a licensee to notify the Department of Agriculture of any change of address within 5 working days. Extends recognition to municipal inspection departments, but provides that establishments that are subject to State or federal inspection are exempt from municipal inspection. Makes changes concerning persons who are exempt from the Act. Makes changes concerning the authorization of an establishment to receive meat and poultry and meat and poultry products. Authorizes the Director of Agriculture and employees of the Department of Agriculture to call upon certain peace officers and elected officials for assistance in carrying out the provision of the Act. Removes a provision requiring the Director to annually increase the number of inspectors and veterinarians he or she employs through 2004. Removes a provisions requiring that fish and game be stored in conformity with the Fish and Aquatic Life Code and the Wildlife Code. Makes changes concerning official inspection legend, marking, and labeling provisions. Requires a State's Attorney to institute proceedings under the Act at the request of the Director of Agriculture. Provides that a person who forcibly assaults a person engaged in or on account of his or her official duties under the Act is guilty of a Class 3 felony.
Creates the Truth in Employment Act. Provides that, if a contractor is a successful bidder for a construction project and purposefully misclassifies one or more of its employees as independent contractors, the contractor is liable to an unsuccessful bidder, or an entity contracting with an unsuccessful bidder (including a labor organization), for damages suffered because the bid was not accepted. Amends the Workers' Compensation Act and the Unemployment Insurance Act by providing that, if the Industrial Commission or the Director of Employment Security enters an order determining that an employer has purposefully misclassified one or more of its employees as independent contractors in violation of the Workers' Compensation Act, the Workers' Occupational Diseases Act, or the Unemployment Insurance Act, the following provisions apply: the Commission or Department may direct the employer to cease its operations, direct the employer to pay $250 for each day during which the violation continues, and require the employer to continue to pay employees affected by the order for the first 10 days of the order; no licenses or permits of any kind may be issued to the employer by any State agency or officer or any unit of local government nor may any such licenses or permits be renewed by any State agency or officer or any unit of local government until the Commission or Department enters an order determining that an employer has cured the misclassification; and no State agency or officer may enter into any contracts with the employer until 3 years have elapsed since the Commission or Department enters an order determining that an employer has cured the misclassification.
Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Authorizes the Department to establish and implement a program to purchase agriculture conservation easements to protect agricultural land from development for other uses. Effective immediately.
Amends the Downstate Teacher Article of the Illinois Pension Code. Makes a technical change in a Section relating to State contributions to the System.
Amends the Livestock Management Facilities Act. Makes technical changes in a Section defining "livestock management facility".
Amends the State Finance Act. Provides that transfers from the Illinois Beach Marina Fund to the General Revenue Fund shall not exceed $1,000,000 (now, $2,000,000) in any fiscal year. Effective July 1, 2003.
