Amends the Criminal Code of 1961. Exempts, from provisions prohibiting the sale, manufacture, purchase, possession, or carrying of specified weapons, an active member of a bona fide, nationally recognized military re-enacting group possessing a vintage rifle or modern reproduction thereof with a barrel or barrels less than 16 inches in length for the purpose of using the rifle during historical re-enactments if: (1) the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches; or (2) the person has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives. Effective immediately.
Amends the Nursing Home Care Act. Provides that every individual employed as a surveyor after the effective date of the amendatory Act shall serve a probationary period until they receive 24 hours of classroom training using a curriculum set forth in administration rules and answer correctly all questions on a written exam. Sets forth requirements for the probationary period. Provides that every surveyor must participate in at least 20 hours of in-service training each calendar year. Provides that every surveyor in the employment of the Department of Public Health shall be retrained using the new employee curriculum between January 1, 2012 and January 1, 2013. Effective immediately.
Amends the Illinois Vehicle Code. Adds licensed physician assistants and licensed advanced practice nurses to the list of persons qualified to draw blood for alcohol and drug testing. Effective immediately.
Amends the Public Utilities Act. In provisions concerning issuance of a certificate of good standing authorizing a person to operate as a common carrier by pipeline, makes changes concerning the factors the Illinois Commerce Commission shall consider in its determination of public convenience and necessity for a proposed pipeline or facility; provides that an application may request either that the Commission review and approve a specific route for a pipeline, or that the Commission review and approve a project route width that identifies the areas in which the pipeline would be located; provides for a consolidated proceeding for decisions on consolidated applications; requires the Commission to make its determination on any application filed pursuant to this Section and issue its final order within one year after the date that the application is filed unless an extension is granted; provides that the rules of the Commission may include additional options for expediting the issuance of permits and certificates. Makes other changes. Effective July 1, 2011.
Amends the Illinois Act on the Aging. Makes a technical change in a Section creating the Department on Aging.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
Amends the Illinois Optometric Practice Act of 1987. Changes the definition of "ocular pharmaceutical agents" to mean any pharmaceutical agent or other substance germane to the treatment of the eye or its adnexa, except oral steroids. Provides that oral carbonic anhydrase inhibitors may be prescribed only in a quantity sufficient to provide treatment for up to 72 hours. Removes a provision concerning the Secretary of Financial and Professional Regulation notifying the Director of Public Health as to the categories of ocular pharmaceutical agents permitted for use by an optometrist.
