MOBILE HOME-CONVEYANCE

Creates the Conveyance and Encumbrance of Manufactured Homes as Real Property and Severance Act. Provides that manufactured homes are deemed to be real property. Sets forth certain conditions that must be met to convey or voluntarily encumber a manufactured home as real property. Contains provisions concerning affidavits of affixation and affidavits of severance. Contains provisions concerning security interests and liens. Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that the tax imposed on new mobile homes or new manufactured homes located outside of mobile home parks shall be calculated against 40% of the selling price of the home and against 100% of the selling price of any other building materials. Amends the Property Tax Code and the Mobile Home Local Services Tax Act. Makes changes concerning the taxation of mobile homes and manufactured homes located outside of mobile home parks. Amends various Acts to define and include "manufactured homes" and to make changes to provisions concerning registration of manufactured homes and security interests in or liens on manufactured homes. Contains other provisions.

MED PRACT-SUNSET-EXAM-REENACT

Amends the Regulatory Sunset Act. Extends the repeal date of the Medical Practice Act of 1987 from November 30, 2011 to January 1, 2021. Also includes revisory changes. Amends the Medical Practice Act of 1987. Provides that in determining what action to take or whether to proceed with prosecution of a complaint, the Complaint Committee shall consider any recommendation made by the Department of Financial and Professional Regulation. Sets forth criteria that the Licensing Board may consider in making a determination of professional capacity, and makes other changes concerning professional capacity. Makes a change concerning a visiting professor permit. Changes references from "licensure without examination" to "licensure by endorsement". Makes a change concerning requiring an examination. Adds specific requirements for mental and physical examinations required by the Licensing Board or Disciplinary Board, and authorizes a substance abuse or sexual offender evaluation. Changes the reporting requirements for State's Attorneys. Allows the disclosure of certain confidential information to a medical licensing authority of another state or jurisdiction in certain instances. Repeals a Section concerning the practice of medicine by persons licensed in any other state who have applied for a license to practice medicine in this State. Makes other changes. Also reenacts certain provisions of Public Act 94-677, which was declared to be unconstitutional; includes explanatory and validation provisions. Effective immediately.

DENTAL PRAC-CONFIDENTIAL INFO

Amends the Illinois Dental Practice Act. Allows the Department of Financial and Professional Regulation to refuse to issue, renew, revoke, suspend, or take other disciplinary action as the Department may deem proper against either a licensed dentist or dentist hygienist if the Department finds the licensee, after having his or her licensee placed on probationary status, has violated the terms of probation. Permits the Department to disclose information and documents in response to a federal, State, county, or local law enforcement agency subpoena in conjunction with an ongoing criminal investigation. Provides that the Department shall not disclose any information, including, but not limited to, any complaint against a licensee filed with the Department, however, a formal complaint filed by the Department against a licensee and any related information used in a proceeding or adjudication is a public record. Effective immediately.

USE/OCC TAX-MINING EQUIPMENT

Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to provide that until July 1, 2003, and beginning again on the effective date of the amendatory Act and thereafter, coal and aggregate exploration (instead of only coal exploration), mining, offhighway hauling, processing, maintenance, and reclamation equipment, including replacement parts and equipment, and including equipment purchased for lease, but excluding motor vehicles required to be registered under the Illinois Vehicle Code are (i) exempt from specified taxes and (ii) not subject to the uniform sunset provision. Effective immediately.

NATUROPATHIC MED PRAC ACT

Creates the Naturopathic Medical Practice Act. Provides for the regulation of naturopathic physicians through licensure by the Department of Financial and Professional Regulation. Establishes the Board of Naturopathic Medicine, the Naturopathic Childbirth Attendance Advisory Committee, and the Naturopathic Formulary Committee. Sets forth provisions concerning licensure, scope of practice, duties of the Department, and administrative procedure. Amends the Illinois Controlled Substances Act to add naturopathic physicians who issue a prescription for a controlled substance in accordance with the naturopathic formulary to the definition of "prescriber".

MEDICAL PRACTICE ACT

Amends the Medical Practice Act of 1987 to reenact certain provisions of Public Act 94-677, which was declared to be unconstitutional. Includes explanatory, validation, and severability provisions. Makes certain changes relating to the reenactment. Amends the Regulatory Sunset Act. Extends the repeal date of the Medical Practice Act of 1987 from November 30, 2011 until December 31, 2021. Further amends the Medical Practice Act of 1987. Makes changes in provisions concerning definitions; civil penalties for unlicensed practice; exemptions; the Medical Disciplinary Board; the Complaint Committee; the Medical Licensing Board; matters concerning advanced practice nurses; applications for licenses; criminal background checks; education standards; temporary licenses; visiting professor, physician, or resident permits; licensure without examination; continuing education; license renewal and fees; disciplinary action; reports related to professional conduct and capacity; license suspension; advertising; purchasing and dispensing legend drugs; hearing officers; hearings and notice; disclosure of information; reports of the Disciplinary Board's findings and recommendations; certification of record; prima facie proof; restoration of licenses; authority of the Director and the Department; criminal penalties; and public nuisances. Repeals a Section of the Medical Practice Act of 1987 concerning the practice of medicine by persons licensed in any other state who have applied to the Department of Financial and Professional Regulation for a license to practice medicine in all of its branches. Makes other changes. Effective immediately.
