Amends the Illinois Seed Law. Defines "cool weather grasses". Sets out a labelling requirement for cool weather grasses that includes a "sell by" date. Provides that cool weather grasses may be sold up to 15 months (instead of 12 months) after the applicable test under the Act. Effective immediately.
Amends the Humane Care for Animals Act. Provides that, upon request of the Department of Agriculture (now, that request is not required), an approved humane investigator may, for the purpose of investigating an alleged violation of the Act, enter during normal business hours upon any premises where the animal or animals described in the complaint are housed or kept, provided such entry shall not be made into any building which is a person's residence, except by search warrant or court order.
Creates the Rural Technology Development Zone Act. Contains only a short title provision.
Amends the Illinois Renewable Fuels Development Program Act. Makes a technical change in a Section concerning the findings of the General Assembly.
Amends the Illinois Public Aid Code. Provides a guideline for the repayment of ambulance services for emergency ambulance services, non-emergency ambulance services, mileage, advanced life support services, and specialty care transport services. Provides that the requirement for payment of ground ambulance services by the Illinois Department of Public Aid is met if the services are provided pursuant to a request for evaluation, treatment, and transport for an individual with a condition of such a nature that a prudent layperson would have reasonably expected that a delay in seeking immediate medical attention would have been hazardous to life or health. Requires the Department to annually update the ambulance fee schedule rates on July 1 of each year.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the Public Construction Bond Act. Authorizes the Capital Development Board to waive the requirement of a surety bond for a public construction contract if (i) the contractor is a small business enterprise and (ii) the otherwise required bond amount plus other surety bond amounts waived by the Board from small business enterprises, with respect to projects that are not yet complete, does not exceed $2,000,000. Defines a small business enterprise. Authorizes the Board to adopt implementing rules. Effective July 1, 2007.
Amends the Emergency Telephone System Act. Provides that, in counties with a population of more than 100,000 but less than 2,000,000, a member of the county board may serve on the Emergency Telephone System Board.
Amends the Code of Criminal Procedure of 1963. Provides that if a defendant is accused of child pornography or aggravated child pornography or the defendant is accused of first degree murder or second degree murder when the commission of the offense involves sexual penetration or sexual conduct, evidence of the defendant's commission of another such offense or evidence to rebut that proof or an inference from that proof, may be admissible (if that evidence is otherwise admissible under the rules of evidence) and may be considered for its bearing on any matter to which it is relevant. Provides that (1) testimony by the victim of an out of court statement made by the victim that he or she complained of such act to another; and (2) testimony of an out of court statement made by the victim describing any complaint of such act or matter or detail pertaining to any act which is an element of an offense which is the subject of a prosecution for a sexual or physical act against that victim are admissible as exceptions to the hearsay rule in prosecutions for any sex offense as defined in the Sex Offender Registration Act.
