Amends the Radon Industry Licensing Act. Requires the Illinois Emergency Management Agency, in coordination with the Environmental Protection Agency and the Pollution Control Board, to adopt rules for radon control for all new residential buildings. Requires that these rules incorporate the radon control methods set forth in the International Residential Code. Effective immediately.

Amends the Humane Care for Animals Act and the Abused and Neglected Child Reporting Act. Provides that an animal control officer or a humane society investigator with reasonable cause to suspect or believe that a child is being abused or neglected or is in danger of being abused or neglected must immediately make a written or oral report to the Department of Children and Family Services. Provides that any person required to report suspected child abuse or neglect under the Abused and Neglected Child Reporting Act must also immediately report suspected animal abuse or neglect or danger of animal abuse or neglect to the Department of Agriculture's Bureau of Animal Welfare. Preempts the exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Amends the Illinois Forestry Development Act. changes "forestry management" to "forest management". Makes other name changes and revisions. Makes changes concerning Forestry Development Council terms and membership and extends the Council through 2018. Makes changes concerning cost share amounts. Makes other changes. Effective immediately.
Amends the County Economic Development Project Area Property Tax Allocation Act. Makes a technical change in a Section concerning the short title.
Amends the Residential Real Property Disclosure Act. Provides that the residential real property disclosure report shall include the disclosure of the seller's awareness of radon hazards (at present, unsafe concentrations of radon). Provides that a seller shall provide to a prospective buyer, along with the disclosure report, written materials prepared by the Illinois Emergency Management Agency about radon hazards, testing, and remediation. Provides that the Illinois Emergency Management Agency shall develop written information about radon hazards, testing, and remediation that a seller shall provide to a residential property purchaser. Effective immediately.
Urges the Governor and Department of Natural Resources to continue and maintain the Controlled Pheasant Hunting Program.
Amends the Property Tax Code. Provides that if, at an annual tax sale, property is purchased in error and the purchaser notifies the collector of the error before the end of the auction, then the collector shall reoffer that property for sale before the end of the auction. Effective immediately.
Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Amends the Grain Code. Makes a technical change in a Section concerning the purpose of the Code.
