Amends the Regulatory Sunset Act. Extends the repeal date for the Orthotics, Prosthetics, and Pedorthics Practice Act from January 1, 2010 to January 1, 2020. Effective immediately.

Amends the Illinois Vehicle Code. Repeals a provision providing for the collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds. Effective July 1, 2010.
Creates the Illinois Energy to Jobs Act. Creates the Carbon Capture and Sequestration Legislation Commission to make a report to the General Assembly by December 31, 2010 concerning specified legislation. Amends the Illinois Power Agency Act to make changes concerning the Resource Development Bureau. Amends the Illinois Power Agency Act to allow the Agency to acquire by eminent domain permanent easements for the distribution, transportation, and storage of CO2. Allows the Agency to lease those easements to energy facilities. Amends the Illinois Power Agency Act and Public Utilities Act to make changes concerning the prudency of supply contracts. Amends the State Fire Marshal Act, the Environmental Protection Act, the Illinois Power Agency Act, and the Public Utilities Act to provide that there shall be processes for expediting the issuance of permits and licenses for projects at energy facilities. Deletes language concerning a moratorium on the construction of nuclear power plants. Amends the Illinois Income Tax Act. Creates a credit equal to 10% of the amount spent during the taxable year on equipment purchased for use at an energy facility. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Restores specified tax exemptions beginning on the effective date of the amendatory Act. Amends (1) the Department of Commerce and Economic Opportunity Law concerning financial assistance, and (2) the Illinois Enterprise Free Zone Act concerning high impact businesses. Amends the Property Tax Code to add a provision concerning real property taxes at energy facilities. Amends the Eminent Domain Act to make conforming changes. Makes other changes. Contains a nonacceleration clause. Contains a severability clause. Effective July 1, 2009.
Amends the Hearing Instrument Consumer Protection Act. Provides that the Department shall grant reciprocity to a hearing instrument dispenser who has a valid license, or its equivalent, from another state which has an examination that is comparable to the examination required under the Act and who has been actively practicing as a hearing instrument dispenser for at least 3 months or is certified by the National Board for Certification in Hearing Instrument Sciences.
Amends the Victims' Economic Security and Safety Act. Makes a technical change in a Section concerning posting of certain notices.
Amends the Illinois Forestry Development Act. Changes "forestry management" to "forest management". Makes other name changes and revisions. Makes changes concerning cost share amounts and eligibility. Makes other changes. Creates the Forestry Development Council. Specifies the Council's membership and duties. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date of the Structural Pest Control Act from December 31, 2009 to December 31, 2019. Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on July 6, 1998 by the Village of Steeleville must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Includes revisory changes. Effective immediately.
Amends the Grain Code. Changes the meaning of "price later contract" to include a contract "in written or electronic form". Provides that the Department of Agriculture shall adopt rules governing electronic price later contracts. Provides that when a price later contract is in electronic form, the mailing requirement may be satisfied by e-mail. Provides that electronic and non-electronic price later contracts have the "same validity and enforceability". Provides that warehouse receipts in electronic form have the "same validity and enforceability" as those in non-electronic form. Changes the hearing location for claimants and failed licensees to the failed licensee's "principal office or place of business, in Illinois" (instead of the residence of the claimant). Effective immediately.
Amends the Illinois Seed Law. Defines "cool weather grasses". Sets out a labelling requirement for cool weather grasses that includes a "sell by" date. Provides that cool weather grasses may be sold up to 15 months (instead of 12 months) after the applicable test under the Act. Effective immediately.
