Amends the Military Code of Illinois. Deletes a provision that creates within the Department of Military Affairs an honorary regiment of Colonels known as the Governor's Regiment and that provides that the Governor, from time to time as necessary, may appoint individuals to the Regiment with the honorary title of Colonel whose accomplishments, achievements, or service have contributed to the fellowship and goodwill of the State. Provides instead that the Department of Military Affairs shall establish by rule a recognition program to allow the Governor or the Adjutant General to recognize individuals or organizations who have contributed to the advancement of the Illinois National Guard. Effective immediately.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department shall require every provider of mammography services to, if a patient's mammogram demonstrates dense breast tissue, provide notification to the patient in any summary of the mammography report sent to the patient pursuant to the federal Mammography Quality Standards Act that shall include, but not be limited to, certain information.
Amends the Criminal Identification Act and the Unified Code of Corrections. Provides that upon a petition by a person who has been convicted of a Class 3 or Class 4 felony and who has served in the United States Armed Forces or in the National Guard of this or another state and has received an honorable discharge from the Armed Forces or National Guard and who meets specified requirements, the Prisoner Review Board shall hear by at least 3 members and, with the unanimous vote of a panel of 3 members, issue a certificate of eligibility for expungement recommending that the court order the expungement of all official records of the arresting authority, the circuit court clerk, and the Department of State Police concerning the arrest and conviction for the Class 3 or 4 felony. Excludes a person convicted of a sex offense, crime of violence, or firearm offense. Provides that if a person has applied to the Board for a certificate of eligibility for expungement and the Board denies the certificate, the person must wait at least 4 years before filing again or filing for a pardon with authorization for expungement from the Governor unless the Governor or Chairman of the Prisoner Review Board grants a waiver. Effective immediately.
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
Amends the Public Community College Act. In a provision that requires contracts to be awarded to the lowest responsible bidder, removes the exception for contracts for materials and work that have been awarded to the lowest responsible bidder but must be revised, causing expenditures not in excess of 10% of the contract price. Adds an exception for contracts for the purchase of perishable foods and perishable beverages.
Amends the State Finance Act. Creates the Grow Illinois Jobs Fund. Amends the Liquor Control Act of 1934. Provides that, beginning on January 1, 2012, of the proceeds from the tax imposed under the Act on wine other than cider containing less than 7% alcohol per volume, 2 cents per gallon shall be deposited into the Grow Illinois Jobs Fund. Provides that the moneys in the Fund shall be equally distributed between the Department of Agriculture and the Department of Commerce and Economic Opportunity for the specific purpose of developing and promoting the grape and wine industry in Illinois. Effective immediately.
Amends the Firearm Owners Identification Card Act. Denies home rule powers to require firearm training and instruction or to otherwise regulate the ownership or possession of firearms. Effective immediately.
Amends the Uniform Disposition of Unclaimed Property Act. Provides that before filing the annual report, the holder of property that is presumed abandoned under the Act shall send a letter to the owner by certified (instead of first class) mail about the steps necessary to prevent abandonment of the property from being presumed. Effective immediately.
Amends the Election Code. Provides that an election authority shall, at least 46 days (now, 45 days) prior to the date of the primary election, have a sufficient number of ballots printed so that the ballots will be available for mailing 45 days prior to the primary election. Effective immediately.
Creates the Program Abolition for Nonappropriation of Funds Act. Requires the Office of the Comptroller to compile lists of programs created by laws containing language making the programs subject to appropriation. Requires the State officer or agency responsible for administering each such program to submit a report to the Comptroller stating whether any funds have been appropriated for the program during certain time periods. Requires the Comptroller to compile lists of such programs for which no funds have been appropriated during certain time periods. Provides that the lists shall be filed with the Index Department of the Secretary of State and published in the Illinois Register. Provides that each program on a list filed with the Index Department of the Secretary of State is abolished, funds may not be expended for any such program after the date of publication, and the Comptroller shall notify the State officer or agency that is statutorily responsible for administering an abolished program that the program has been abolished. Provides for adoption of rules. Effective immediately.
