Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game, named the wild about animals scratch-off game, for the benefit of endangered species, humane education programs, dogs, and cats to commence on January 1, 2008. Provides that the net revenue from the game shall be deposited into the Endangered Species Rehabilitation Fund for appropriation by the General Assembly as follows: (i) one-third of net revenue to the Department of Natural Resources for making grants for the maintenance of wildlife rehabilitation facilities that take care of threatened or endangered species; (ii) one-third of net revenue to the State Board of Education for character and humane education programs; and (iii) one-third of net revenue into the Pet Population Control Fund. Sets forth certain provisions for the operation of the scratch-off game. Amends the State Finance Act to create the Endangered Species Rehabilitation Fund. Effective immediately.

Amends the County Jail Act. Provides that if a person confined in a county jail is in need of medical services and is determined eligible for medical assistance under the Illinois Public Aid Code at the time the person is detained (rather than has already been determined eligible for medical assistance under the Illinois Public Aid Code at the time the person is initially detained pending trial), the cost of such services, to the extent such cost exceeds $500, shall be reimbursed by the Department of Healthcare and Family Services under that Code. Provides that an arresting authority shall be responsible for any incurred medical expenses relating to the arrestee until such time as the arrestee is placed in the custody of the sheriff unless the arrestee is eligible for medical assistance under the Illinois Public Aid Code or reimbursement under an authorized public or private program.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the Illinois Commerce Commission.
Amends Historic Preservation Agency Act and the Illinois Income Tax Act. Requires the Historic Preservation Agency to authorize an income tax credit to taxpayers who incur eligible costs and expenses for rehabilitation of a certified historic structure or a structure in a certified historic district. Sets forth procedures and criteria for authorizing the credits. Provides that the aggregate amount of all credits that the Department may authorize in any calendar year may not exceed $40,000,000. Requires that 50% of the credits must be reserved for those rehabilitation projects incurring eligible costs and expenses of $1,000,000 or less and 25% must be reserved for those rehabilitation projects incurring eligible costs and expenses of $50,000 or less. Provides that the credit may be carried forward for 2 years. Exempts the credit from the Act's sunset provisions. Effective immediately.
Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Requires the licensure of an agent, broker, or consultant engaged in the procurement or sale of retail electricity supply for a third party by the Illinois Commerce Commission. Includes provisions concerning requirements for licensure, the filing of annual reports with the Commission, and penalties for violation. Effective immediately.
Amends the Illinois Health Facilities Planning Act. Provides that the Governor shall name a full-time Executive Secretary of the Health Facilities Planning Board with the advice and consent of the General Assembly (now, General Assembly advice and consent is not required). Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the Pollution Control Board.
Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. In a provision concerning an application for a certificate of service authority, exempts an applicant (i) whose principal business and source of revenue are not the generation, transmission, distribution, or sale of electricity, and (ii) if the applicant is making electricity sales due to historical precedent or convenience, those sales shall only be made to entities that are located on or adjacent to the premises of the applicant and if the total monthly energy consumption of those entities is less than 5% of the monthly energy consumption of the applicant. Effective immediately.
Creates the Electronic Scrap Recycling Act. Requires the creation of a not-for-profit, public-benefit corporation to manage the State collection, transportation, and recycling system for electronic devices that are covered under the Act. Sets forth the composition, duties, and responsibilities of the not-for-profit, public-benefit corporation. Prohibits the sale of those covered electronic devices by a manufacturer who (i) is not in compliance with the Act or (ii) fails to permanently label the device with the manufacturer's brand. Requires certain manufacturers of covered electronic devices to register with the not-for-profit, public-benefit corporation. Requires audits of covered electronic device retailers and the not-for-profit, public-benefit corporation. Imposes a fee on manufacturers of covered electronic devices, and sets forth procedures for calculating the fee. Prohibits the sale of any covered electronic devices containing mercury, cadmium, lead, hexavalent chromium, polybrominated biphenyls, or polybrominated diphenyl ethers. Requires the not-for-profit, public-benefit corporation to develop a minimum level of environmental design for all covered electronic devices sold in the State. Allows certain manufacturers to establish a self-recycling program. Prohibits the disposal of the devices into a landfill or by incineration. Requires retailers of covered electronic devices to post educational material provided by the not-for-profit, public-interest corporation. Requires the recyclers of covered electronic devices to follow federal recycling guidelines. Contains other provisions. Effective immediately except that specified Sections apply and become operative on January 1, 2008.
