Amends the Public Water District Act. Provides that the trustees of a public water district with an annual operating budget of $900,000 or more (now, $1,000,000 or more) shall be paid a sum not to exceed $1,000 per year. Effective immediately.

Amends the Environmental Protection Act. Makes a technical change in a Section concerning the Pollution Control Board.
Amends the Illinois Municipal Code. When more than one person may be elected to a municipal office, changes the ballot instructions to "vote for none, one, or...", using consecutive numbers through the maximum number to be elected (now, "vote for" the maximum number to be elected). Effective immediately.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.

Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that for the purposes of the fire protection and rescue services Article the term "local public entity" is defined to include private persons, organizations, or corporations that provide during an emergency, at the specific request of the fire chief or chief's designee, support or assistance to a fire department, fire protection district, or rescue squad district.
Amends the Payday Loan Reform Act. Changes the definition of "payday loan" to include any loan with a finance charge exceeding an annual percentage rate of 36% (instead of with a finance charge exceeding an annual percentage rate of 36% and with a term that does not exceed 120 days). Provides that no lender may make a payday loan with periodic payments unless the periodic payments are substantially equal term payments and, if paid as scheduled, result in full payment of the principal and interest owed on the loan at the end of the loan term. Requires the licensee, as part of the information that he or she must collect and maintain, to include the total number of lawsuits filed by the licensee or its agent against consumers to collect on payday loans from consumers during the preceding calendar year. Prohibits a licensee or a person making payday loans from evading the requirements and prohibitions of the Act by use of a device or subterfuge including, but not limited to, (i) disguising a payday loan as a different type of transaction, or (ii) characterizing a required fee as a purchase of a good or service in connection with a payday loan. Authorizes the Department to develop rules to determine if any person or entity seeks to evade the applicability of this Act by any device, subterfuge, or pretense. Effective immediately.
Amends the Asbestos Abatement Act. Deletes a provision requiring the Department of Public Health to (i) require local educational agencies to submit to the Department certain asbestos related response action contracts for which the agency seeks indemnification and (ii) collect from the agency a certain percentage of each response action contract for deposit into the Response Contractors Indemnification Fund. Amends the Response Action Contractor Indemnification Act. Provides that, within 30 days after the effective date, the State Comptroller shall order transferred and the State Treasurer shall transfer all moneys in the Response Action Contractor Indemnification Fund to the Brownfields Redevelopment Fund. Repeals the Act on the 31st day after the effective date. Amends the Alternate Fuels Act. In a Section concerning the rebate program, authorizes the Environmental Protection Agency to establish rebate priorities and provides that the rebate applications must be submitted within 12 months after the vehicle conversion occurred (now, must be submitted within the same calendar year). Repeals the Hazardous Waste Crane and Hoisting Equipment Operators Licensing Act and the Hazardous Waste Laborers Licensing Act. Effective immediately.
Amends the Counties Code. Provides that any purchase by a county with fewer than 2,000,000 inhabitants of fuel in excess of $40,000 (instead of $20,000) shall be contracted for (i) by a contract let to the lowest responsible bidder after advertising for bids in a newspaper published within the county or (ii) by a contract let without advertising for bids in the case of an emergency if authorized by the county board. Effective immediately.
Amends the Illinois Credit Union Act. Provides that under specified circumstances, a credit union may determine its historical loss rate using a defined period of time of less than 5 years in determining the appropriate balance in the allowance for loan losses account. Allows a credit union to sell to persons within its field of membership negotiable checks, to sell checks and money orders, and to receive international and domestic electronic fund transfers for such persons for a fee. Allows credit unions to make first mortgage real estate loans for more than the estimated market value or appraised value of the real estate securing the loans where secured in full or in part by the insurance or guarantee of the federal government, a state government, or any political subdivision of either. Adds provisions concerning credit contracts. Effective immediately.
