Amends the Illinois Public Aid Code. Replaces provisions concerning medical assistance payments for ambulance services. Provides for payment for ground ambulance services under the medical assistance program. Provides that for ground ambulance services provided to a medical assistance recipient on or after July 1, 2009, the Department of Healthcare and Family Services shall provide payment to ground ambulance services providers for base charges and mileage charges based upon the lesser of the provider's charge, as reflected on the provider's claim form, or the Illinois Medicaid Ambulance Fee Schedule rates. Provides for establishment of the Illinois Medicaid Ambulance Fee Schedule, and provides for a 2-year phase-in of that Schedule. Provides that effective for dates of service on or after July 1, 2010, the Department shall update the Illinois Medicaid Ambulance Fee Schedule rates to be in compliance with the Medicare Ambulance Fee Schedule rates for ground ambulance services in effect at the time of the update. Makes other changes in connection with medical assistance payments for ground ambulance services. Effective immediately.

Amends the Illinois Power Agency Act. Makes a technical change in a Section concerning the short title.
Amends the State Finance Act. Provides that the Grade Crossing Protection Fund is not subject to sweeps, administrative charges, or charge-backs or any other fiscal or budgetary maneuver that would in any way transfer any funds from the Grade Crossing Protection Fund into any other fund of the State unless specifically authorized by law. Effective immediately.
Honors Sam Wolf for his many years of dedicated service to the people of the State of Illinois and designates October 20, 2010 as Sam Wolf Day in the State of Illinois.
Amends the Environmental Protection Act. Makes a technical change to a Section concerning a permit waiver.
Amends the Criminal Code of 1961. Includes in the definition of hate crime, specific crimes directed against an individual or group of individuals because of their actual or perceived homelessness, status as an active duty member of the Armed Forces of the United States, any reserve component of the Armed Forces of the United States, the Illinois Army National Guard, or the Illinois Air National Guard, or status as a veteran.
Amends the Humane Care for Animals Act. Provides that any person who, while lawfully on a vacated property, notices a companion animal housed on that property must notify either the county animal control or the local police department. Makes a violation of this provision a Class B misdemeanor. Authorizes animal control officers and law enforcement officers who are responding to such a notification to enter the vacated property by any reasonable means under the circumstances to remove and render aid to the abandoned animal. Effective immediately.
Amends the Alternative Gas Supplier Law in the Public Utilities Act. Provides that the Illinois Commerce Commission's Office of Retail Market Development (instead of Beginning in 2003, and ending in 2007, the Commission) shall prepare an annual report regarding the development of competitive retail natural gas markets in Illinois. Changes the requirements of the report to include (1) an analysis of the status and development of the retail natural gas market in the State of Illinois; (2) a discussion of any identified barriers to the development of competitive retail natural gas markets in the State and proposed solutions to overcome the identified barriers; and (3) any other information the Commission considers significant in assessing the development of gas markets in the State. Provides that the Commission's Office of Retail Market Development shall gather input from all interested parties as well as from other bureaus within the Commission to aid in preparation of its annual report, as well in its assessment of barriers to the development of competitive retail natural gas markets and proposed solutions to overcome those barriers.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning civil penalties.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may not register or renew the registration of any vehicle that is subject to liability insurance requirements without first verifying that the vehicle is covered by liability insurance in amounts no less than the statutory minimums. Effective January 1, 2012.
