MEDICAID-NURSING HOMES-RATES

Amends the Illinois Public Aid Code. In provisions concerning Medicaid payment rates for nursing homes, provides that a nursing home must document its increased costs of providing services resulting from capital improvements made by the facility. Provides that the Department of Public Aid must verify this information promptly after receiving the facility's cost report. Provides that the Department must adjust the facility's payment rates promptly after verifying the facility's increased costs of providing services resulting from capital improvements made by the facility. Effective immediately.

CONTRACTS-COMPETITIVE BIDDING

Amends the Counties Code, the Metropolitan Pier and Exposition Authority Act, the Park District Code, the North Shore Sanitary District Act, the Sanitary District Act of 1917, the Regional Transportation Authority Act, the School Code, and the Public Community College Act. Removes contracts for telecommunications and data processing equipment and services from exemptions from competitive or public bidding.

MUNI CD-EXTEND TIF-EFFINGHAM

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF District created by an ordinance adopted on November 30, 1986 by the City of Effingham must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.

METRO-EAST TRANSIT SUPP FUND

Amends the Downstate Public Transportation Act. Provides that a municipality or local mass transit district serving a nonurbanized area and receiving federal rural public transportation assistance on or before December 31, 2003 (instead of June 30, 2002) is a "participant" for public transportation assistance. Provides that if any Metro-East Transit District levies use and occupation taxes at a rate authorized by a certain provision of the Local Mass Transit District Act, then the State Treasurer shall transfer, by September 1, 2004 and each September 1 thereafter, from the General Revenue Fund to the Metro-East Public Transportation Supplemental Fund an amount equal to 50% of all of the District's use and occupation tax receipts during the previous State fiscal year. Provides that the Department of Revenue shall allocate and distribute the amounts in the Fund to the Districts in proportion to the deposits into the Fund as a result of the tax levy of that District. Amends the State Finance Act to create the Metro-East Public Transportation Supplemental Fund. Effective immediately.

PEN CD-SLEP-PROBATION OFFICER

Amends the IMRF Article of the Illinois Pension Code. Makes county probation officers eligible for the sheriff's law enforcement employee (SLEP) formula; requires an affirmative resolution of the employer. Allows these probation officers to convert non-SLEP service as a probation officer into SLEP credit by paying the difference in employee contributions plus interest; waives the interest if payment is made within one year; requires an affirmative resolution by the employer. Effective immediately.
