Amends the Juvenile Court Act of 1987. Provides that any minor found to be guilty of a sex offense shall be required as part of the social investigation to submit to a sex offender evaluation to be performed in conformance with the standards developed under the Sex Offender Management Board Act. Provides that the court shall order that a minor placed on probation or conditional discharge for a sex offense undergo and successfully complete sex offender treatment, which shall be in conformance with the standards developed under the Sex Offender Management Board Act and shall be at the expense of the person evaluated based on that person's ability to pay for treatment. Amends the Sexually Dangerous Persons Act. Provides that any treatment of persons found to be sexually dangerous and committed to the custody of the Director of Corrections shall be in conformance with the standards promulgated by the Sex Offender Management Board. Amends the Sexually Violent Persons Commitment Act. Provides that evaluations, examinations, and treatment conducted under the Act be conducted in conformance with the standards developed under the Sex Offender Management Board Act. Certain provisions require that evaluators be certified by the Board. Amends the Unified Code of Corrections. In provisions concerning conditions of parole or mandatory supervised release, institutions and facility administration, social evaluation, presentence report, conditions of probation and of conditional discharge, and sentences of periodic imprisonment, requires certain sex offenders to undergo, and in some instances, complete treatment, which shall be in accordance with the standards developed under the Sex Offender Management Board Act. Makes other changes. Effective immediately.

Amends the Uniform Health Care Service Benefits Information Card Act. Requires that the names of hospitals at which an insured may obtain medical care with maximum coverage under the health benefit plan be displayed on health benefit information cards.

Amends the Illinois Highway Code. Makes a technical change in a Section concerning damage to sidewalks, bridges, culverts, or causeways.

Amends the Illinois Horse Racing Act of 1975. Makes technical changes in a Section concerning the short title.

Amends the Freedom of Information Act. Provides that materials prepared or compiled with respect to internal audits of public bodies shall not be exempt from inspection and copying. Effective July 1, 2004.

Creates the State Boards and Commissions Act. Contains only a short title provision.

Amends the Raffles Act. Provides that certain licensing requirements and certain restrictions on the conduct of raffles do not apply to a charitable institution if (i) the sole purpose of the charitable institution is to raise funds for a children's research hospital that is exempted from the payment of federal income taxes under the United States Internal Revenue Code and (ii) the net proceeds from raffles conducted by the charitable institution are used by the organization for charitable, scientific, or educational purposes. Effective immediately.

Amends the Prevailing Wage Act. Deletes the provisions allowing public bodies other than the Illinois Department of Labor to establish prevailing wage rates. Makes other changes concerning posting of prevailing wage rates; contents of contracts; recordkeeping; submission of evidence; investigations; objections; and other matters.

Amends the Professional Engineering Practice Act of 1989. Provides that nothing in the Act shall prevent a person, sole proprietorship, professional service corporation, corporation, limited liability company, partnership, or other entity from performing their duties and nothing in the Act shall be deemed unethical or unprofessional because a person, sole proprietorship, professional service corporation, corporation, limited liability company, partnership, or other entity licensed under the Act is a member of or has a collective bargaining agreement with a labor union whose members are performing work on the same site. Effective immediately.

Creates the Illinois Opportunity Fund Act. Contains provisions intended to increase the availability and facilitate the delivery of institutional venture capital to emerging and expanding enterprises in the State of Illinois. Defines the role of the Department of Commerce and Economic Opportunity. Creates the Illinois Opportunity Fund and provides for the creation of the Illinois Capital Investment Corporation. Amends the State Finance Act to create the Illinois Opportunity Special Projects Fund. Amends the Illinois State Auditing Act to authorize audits of the Corporation and the Fund. Contains other provisions. Effective immediately.
