Amends the Preventing Sexual Violence in Higher Education Act to make a change concerning the topics of the base survey. Amends the Board of Education Act to remove the requirement that each student member of the Board of Higher Education shall serve beginning on July 1. Amends various Acts relating to the governance of public universities. Provides that the academic major report provided by a university's governing board shall include, among other information, the average monthly student loan payment over a period of 10 (rather than 20) years based on the estimated cost of a student's education and the percentage of graduate jobs in which a graduate who holds a degree in a particular major or program of study remains continuously employed with the same employer in the State for 3 consecutive fiscal quarters (rather than the average job placement rate within 12 months after graduation for a graduate who holds a degree in a particular major or program of study). Effective immediately.

Amends the Courses of Study Article of the School Code. In provisions requiring secondary schools to include training on how to properly administer cardiopulmonary resuscitation in their curriculum, provides that, beginning with the 2028-2029 school year, cardiopulmonary resuscitation training shall include a minimum of one female manikin for every 2 male manikins through the attainment of female manikins or the attainment of chest covers for existing manikins. Provides that whenever manikins are in use for practice or instruction, both male and female manikins shall be present.
Amends the Downstate Teacher Article of the Illinois Pension Code. In a provision concerning the contribution required to establish service credit for certain service as a teacher or administrator employed by a private school recognized by the Illinois State Board of Education, changes the amount of the interest payment required to establish that service credit from interest at the actuarially assumed rate to regular interest.
Amends the Rehabilitation of Persons with Disabilities Act. Changes the name of the Illinois School for the Visually Impaired to the Illinois School for the Blind. Makes conforming changes to the Personnel Code, the School Code, the School Safety Drill Act, the Illinois Educational Labor Relations Act, and the MRSA Prevention, Control, and Reporting Act.
Amends the Board of Higher Education Act. Provides that the Board of Higher Education shall compile and make available to the public a report that contains the following information for all institutions of higher learning: (1) the number of credit hours taught by full-time faculty, organized by institution, tenure status, degree, and certificate program; and (2) the number of credit hours taught by part-time faculty, organized by institution, degree, and certificate program.
Amends the Rooftop Safety for First Responders Act. Provides that, no later than January 1, 2027, and every 2 years thereafter, each municipality shall complete a survey of new buildings (rather than just a survey of buildings) in its jurisdiction that have skylights and other openings located in the plane of a low-sloped roof. Provides that, within one year after the effective date of the amendatory Act, each municipality shall develop a methodology to collect data regarding the presence of skylights and other openings in the plane of low-sloped roofs of existing buildings by examining building permits and collecting information during required inspections of those properties.
Amends the Student Transfer Achievement Reform Act. Provides that the Board of Higher Education and the Illinois Community College Board shall develop a policy to foster the reverse transfer of credit for any student who has accumulated at least 30 (rather than 15) hours of academic credit at a community college and a sufficient number of hours of academic credit at a State university in the prescribed courses necessary to meet a community college's requirements to be awarded an associate degree. Provides that each State university shall automatically notify any transfer student accepted to the State university with at least 30 hours of academic credit at a community college of the option for the reverse transfer of credit within the student's first term of enrollment. Provides that a community college shall provide notification to a student wishing to reverse transfer earned academic credit with instructions on application for conferral of an associate degree. Provides that a community college or State university may not charge an application, transfer evaluation, or graduation fee or any other fee associated with conferral of an associate degree through reverse transfer. Provides that a community college shall include each student awarded an associate degree through reverse transfer within its student information system. Effective immediately.
Amends the Human Trafficking Resource Center Notice Act. Requires that the Department of Transportation post a notice as required under the Act in all public restrooms of each roadside rest area.
Amends the Illinois Lottery Law. In a provision concerning a scratch-off for the benefit of Illinois veterans, provides that the 3-member funding authorization committee appointed by the Director of Veterans Affairs shall meet twice a year (instead of on a quarterly basis), at minimum.
Amends the Community Living Facilities Licensing Act, the MC/DD Act, the ID/DD Community Care Act, the Community-Integrated Living Arrangements Licensure and Certification Act, and the Child Care Act of 1969. Requires the State agencies responsible for licensing facilities under those Acts to adopt, by December 31, 2026, rules requiring a facility to disclose upon initial application for licensure and on a quarterly basis thereafter, whether the facility, its subsidiaries, affiliates, parent companies, or contractual service providers are owned, managed, or contained within a fund owned or managed by an asset management company; and if so, to make certain disclosures about the asset management company's assets, the facility's debt, and other matters. Requires the State agencies to also adopt rules requiring such a facility to provide written notice of transactions and copies of agreements which would (i) sell or otherwise dispose of a material amount of the facility's assets or (ii) transfer control, responsibility, or governance of a material amount of the facility's assets or operations. Prohibits facilities owned or managed by an asset management company from engaging in certain transactions or actions that would result in the facility issuing debt-funded dividends or perform any other similar action causing the facility to become financially distressed. Provides that a violation of these requirements and prohibitions constitutes an unlawful practice within the meaning of the Consumer Fraud and Deceptive Business Practices Act. Requires the State agencies to publish disclosures, written notices, and copies of agreements submitted by facilities on the agencies' public websites. Imposes similar requirements and prohibitions on adult day service providers serving individuals with developmental disabilities under the Illinois Act on the Aging and providers of adult developmental training services under the Mental Health and Developmental Disabilities Administrative Act. Effective immediately.
