Amends the Smoke Free Illinois Act. Provides that smoking is allowed in facilities constructed prior to August 14, 2015 for the purpose of compliance with the Act. Requires that such facilities have signs clearly stating that the building or area is used for smoking. Grants the Department of Public Health rulemaking authority to implement this exemption. Effective immediately.

Amends the Governor's Office of Management and Budget Act. Provides that requests for federal funding by State agencies shall be filed with the Governor's Office of Management and Budget, and posted on the Office's website for public comment, at least 30 days prior to making the request for funding to the federal government. Provides that requests for federal funding by State agencies exceeding $250,000 in a fiscal year shall be filed with the Joint Committee on Federal Funding Requests. Creates the Joint Committee on Federal Funding Requests. Provides that requests for federal funding that have not been filed with the Governor's Office of Management and Budget, or approved by a majority vote of the Joint Committee on Federal Funding Requests, as applicable, shall be void and any funds received shall be returned to the federal government. Effective July 1, 2015.
Amends the Illinois Pension Code. In various Articles of the Code, provides that participants under those Articles are entitled only to creditable service for periods of service with a labor organization if the employee and employer contributions for the service are received by the Fund before the effective date of the amendatory Act. Amends the IMRF Article of the Illinois Pension Code to provide that the Illinois Municipal League and the Will County Governmental League are participating instrumentalities only with respect to service on or before the effective date of the amendatory Act. Effective immediately.
Amends the Workers' Compensation Act. Provides that no employer shall be required to pay temporary partial disability benefits to an employee who has been discharged for cause. Provides that, following a hearing, the Illinois Workers' Compensation Commission may reinstate the temporary partial benefits and retroactively restore any benefits the employer should have paid if it finds the employer's discharge of the employee was not for cause. Makes technical changes. Effective immediately.
Amends the Criminal Code of 2012. Exempts from an eavesdropping violation recordings made by a person, not a law enforcement officer or agent of a law enforcement officer, with the use of a body-worn video camera in any place open to the public.
Encourages the Illinois Department of Employment Security to create a website modeled after the State of Missouri's "Show Me Heroes" website to help put more veterans back to work.
Amends the Illinois Procurement Code. Provides that on and after the effective date of this Act, contracts of $250,000 or more between the State or any State agency and another state or the federal government may be entered into only by a separate Act of the General Assembly. Provides that a contract executed before the effective date of this amendatory Act valued at more than $250,000 between the State or any State agency and another state or the federal government may be renewed or extended only by a separate Act of the General Assembly. Provides that copies of such contract shall be filed with the Index Department of the Office of the Secretary of State upon execution. Effective immediately.
Amends the Firearm Concealed Carry Act. Provides that notwithstanding any other provision of the Act, the fee for a new concealed carry license or non-resident license shall be waived if the applicant is an active, retired, or honorably discharged member of the Armed Forces of the United States, a reserve component of the Armed Forces of the United States, or of the Army National Guard or the Air National Guard. Provides that an active, retired, or honorably discharged member of the Armed Forces of the United States, a reserve component of the Armed Forces of the United States, or of the Army National Guard or the Air National Guard shall be exempt from the firearm training requirements. Eliminates provision that the Department of State Police and certified firearms instructors shall recognize 8 hours of training as completed toward the 16 hour training requirement, if the applicant is an active, retired, or honorably discharged member of the United States Armed Forces, and that any remaining hours that the applicant completes must at least cover the classroom subject matter concerning all applicable State and federal laws relating to the ownership, storage, carry, and transportation of a firearm, and the range qualification.
Amends the Open Meetings Act. Provides that the court may declare null and void any final action taken at a closed or open meeting (instead of only a closed meeting) in violation of the Act. Effective immediately.
Amends the Workers' Compensation Act and the Workers' Occupational Diseases Act. Provides that the arbitrator or the Commission may correct a clerical error or error in computation within 21 (instead of 15) days after the date of receipt of an award by the arbitrator or any decision on review of the Commission and may recall the original award on arbitration or decision on review and issue the corrected award or decision. Provides that the time within which a petition for judicial review must be filed begins to run upon receipt of a decision on motion to recall. Adds procedural provisions concerning motions to recall. Provides that judicial review is stayed pending the disposition of a motion to recall. Provides that claims against the State are not subject to judicial review. Specifies venue for court review. Establishes procedures for providing collateral or guarantee of payment of an award if court review is not successfully prosecuted. Adds provisions regarding review by the Appellate Court and the Supreme Court. Makes other changes. Effective immediately.
