LLC REDUCE ARTICLES FILING FEE

Amends the Limited Liability Company Act. Reduces the fee collected by the Secretary of State for the filing of articles of organization, applications for admission, and restated articles of organization from $500 to $39 and reduces those fees in connection with a limited liability company with ability to establish series from $750 to $59. Effective immediately.

WORKERS COMP DRUG CHARGE LIMIT

Amends the Workers' Compensation Act. Limits the circumstances in which a charge may be incurred for a custom compound medication. Prohibits off-label use of ingredients in compound medications. Requires prescriptions of compound medications for more than 7 days to be preauthorized by the employer. Limits charges for a custom compound medication to $75. Applies to compounding medications provided on or after January 1, 2017.

G.A. COMPENSATION-COLA

Amends the General Assembly Compensation Act. Provides that, for terms commencing on or after January 11, 2017, each member of the General Assembly shall receive compensation that is no more than 90% of the amount last set by the Compensation Review Board. Amends the Compensation Review Act. For fiscal year 2016 and each fiscal year thereafter, prohibits a cost of living adjustment for General Assembly members. Effective immediately.

ILLINOIS VIRTUAL SCHOOLS

Creates the Illinois Virtual School Act. Establishes the Illinois Virtual School as a statewide virtual school to serve Illinois students in kindergarten through grade 12 and Illinois teachers and other educators, to be funded through an annual State appropriation to meet the operation and capital needs of the Illinois Virtual School. Sets forth provisions concerning fees, accountability, online courses, access and equity, a Board of Trustees, the powers of the Board, and the transition from the existing State Board of Education program. Effective immediately.

CANNABIS-DISPENSARY LOCATIONS

Amends the Compassionate Use of Medical Cannabis Pilot Program Act. Provides that a dispensing organization may not be located within 1,500 (instead of 1,000) feet of the property line of a pre-existing public or private preschool or elementary or secondary school or day care center, day care home, group day care home, or part day child care facility. Effective immediately.

CRIM CD-TAMPER POLICE EQUIP

Amends the Criminal Code of 2012. Creates the offense of tampering with police equipment. Provides that a person commits the offense when he or she knowingly damages or tampers with any police vehicle or other property or equipment of a law enforcement agency and: (1) intends to kill or cause bodily harm to another person; or (2) knows or reasonably should know that those acts create a strong probability of death or bodily harm to another person. Provides that tampering with police equipment is a Class X felony.

PROP TX-SENIOR HOMESTEAD

Amends the Property Tax Code. Increases the maximum reduction under the Senior Citizens Homestead Exemption from $5,000 to $7,000 for taxable year 2015 and indexes the reduction to the Consumer Price Index. Effective immediately.

WORKERS COMP-TRAVEL-CAUSATION

Amends the Workers' Compensation Act. Provides that an employee who is required to travel in connection with his or her employment and who suffers an injury while in travel status shall be eligible for benefits only if the injury arises out of and in the course of employment while he or she is actively engaged in the duties of employment. Defines "accident" and "injury". Provides that "injury" includes the aggravation of a pre-existing condition by an accident arising out of and in the course of the employment, but only for so long as the aggravation of the pre-existing condition continues to be the major contributing cause of the disability. Provides that an injury resulting directly or indirectly from idiopathic causes is not compensable. Effective immediately.

WORKERS COMP-ARM-SHOULDER-COMP

Amends the Workers' Compensation Act. Provides that, with respect to the computation of compensation to be paid to an employee who had previously sustained an injury resulting in payment of compensation for partial disability for injuries not involving serious and permanent disfigurement and injuries for which the Act provides a schedule of benefits, the amount of the prior award for the partial disability with respect to the same portion of the body shall be deducted. Limits cumulative awards for partial disability to 500 weeks, which shall constitute a complete loss of use of the body as a whole. Provides that injuries to the shoulder are deemed to be injuries to the arm and injuries to the hip are deemed to be injuries to the leg. Effective immediately.

ELECTIONS-VOTER ID

Amends the Election Code. Requires that a person seeking to vote on election day present a government-issued photo identification card to the election judge. Provides that, in conducting early voting, election judges must verify the identity of the potential voter. Effective immediately.
