Directs the Illinois Auditor General to conduct an extraordinary compliance and programmatic audit of the Workers' Compensation Commission, with special, but not exclusive, attention, to the issue of possible collusion between the Commission and Illinois public safety officers, especially the case of former Trooper Matt Mitchell.

Amends the Illinois Pension Code. Amends various Articles of the Code to provide that participants under those Articles are entitled only to creditable service for periods of service with a labor organization if the employee and employer contributions for the service are received by the Fund before the effective date of the amendatory Act. Amends the IMRF Article of the Illinois Pension Code to provide that the Illinois Municipal League and the Will County Governmental League are participating instrumentalities only with respect to service on or before the effective date of the amendatory Act. Effective immediately.
Reenacts and changes provisions of the Premises Liability Act that were added by Public Act 89-7, which was held to be void in its entirety by the Illinois Supreme Court in. Includes findings. The reenacted provisions describe the duty of reasonable care owed to invited entrants by an owner or occupier of premises, and provide that an owner or occupier of land owes no duty of care to an adult trespasser other than to refrain from willful and wanton conduct that would endanger the safety of a known trespasser from a condition of the property or an activity conducted on the property. Provides that the reenacted provisions apply to causes of action accruing on or after the effective date of reenactment.
Directs the Auditor General to conduct an audit of awards approved by the Illinois Workers' Compensation Commission for claims filed by employees of Menard Correctional Center and arbitrators employed by the Commission from 2008 to the present.
Amends the Unified Code of Corrections. Provides that a period of probation, a term of periodic imprisonment, or conditional discharge may not be imposed if the defendant is convicted of a Class 3 felony or higher violation of an offense involving the corruption of a public official when the offense consists of theft, fraud, extortion or a violation of the Official Misconduct, Deception Relating To Certification Of Disadvantaged Business Enterprises, or Public Contracts Article of the Criminal Code of 1961 and either: (1) the defendant was an elected official at the time of the offense, or (2) the offense involved more than $10,000 in money or property, based on either the value of any payments or the value of the item that was the object of such offense. Provides that this provision does not apply if the prosecutor certifies to the court at the time of sentencing that the defendant has provided substantial assistance in the case or another prosecution of substantial public importance.
Amends the Election Code. Requires that a person seeking to vote on election day present a government-issued photo identification card to the election judge (now, required only when voting early). Effective immediately.
Amends the Criminal Code of 1961. Provides that any judge, circuit clerk or clerk of court, public official or employee, court reporter, or other person who knowingly and without lawful authority falsifies any public record received or held by any judge or by a clerk of any court commits a Class 3 felony. Effective immediately.
Amends provisions of the Workers' Compensation Act and the Workers' Occupational Diseases Act creating certain rebuttable presumptions regarding certain conditions of a firefighter, emergency medical technician (EMT), or paramedic by: deleting language including bloodborne pathogens and tuberculosis as conditions to which those provisions apply; adding language making those provisions applicable to an EMT or paramedic cross trained as a firefighter (rather than any EMT or paramedic); and making other changes in the wording of those provisions. Adds language providing that any condition or impairment of health of an employee employed as a firefighter, EMT, or paramedic resulting directly or indirectly from any bloodborne pathogen or tuberculosis resulting in any disability to the employee shall be rebuttably presumed to arise out of and in the course of the employee's firefighting, EMT, or paramedic employment and shall be rebuttably presumed to be causally connected to the hazards or exposures of the employment, subject to specified conditions.
Amends the Election Code. Provides that registered tax purchasers are prohibited from making campaign contributions to candidates for county treasurer in the county in which the tax purchaser is registered. Amends the Property Tax Code. Provides that tax purchasers in all counties must register with the county collector. Preempts the concurrent exercise of home rule powers. Effective immediately.
Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.
