DHS-OIG-DISABLED ADULTS-ABUSE

Amends the Abuse of Adults with Disabilities Intervention Act. Provides that upon the death of an adult with disabilities, where a complaint or report of alleged abuse, neglect, or exploitation was made prior to the person's death pursuant to the Act, regardless of whether the complaint or report was substantiated or unsubstantiated, and regardless of whether consent was given for an assessment, the Office of Inspector General designated by the Department of Human Services shall immediately report the matter to the appropriate law enforcement agency and coroner or medical examiner. Provides that such reports shall be in writing and, at a minimum, shall contain information regarding (1) the prior complaint or report of alleged abuse, neglect, or exploitation of the deceased adult with disabilities, the deceased adult with disabilities, and the reporter, upon the reporter's consent; (2) actions taken or not taken by the Office of Inspector General or the Department upon receiving the complaint or report of alleged abuse, neglect, or exploitation; (3) the personnel from the Department and the Office of Inspector General who were involved in investigating the compliant or report of alleged abuse, neglect, or exploitation; and (4) as available and applicable, the case numbers for the Department, the Office of Inspector General, law enforcement, and the coroner or medical examiner. Requires the Office of Inspector General to: maintain a copy of the written report; document any subsequent actions; forward the written report, the coroner's report, and the law enforcement agency's final investigative report to the Attorney General; and notify the proper law enforcement agency to investigate if a crime has been committed. Contains provisions concerning service plans. Effective immediately.

SEX OFFENDER REGISTRATION

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning justification in the use of force against another person in defense of a dwelling.

CIV PRO-REDUCTION-RECOVERY

Amends the Code of Civil Procedure. Provides, with regard to a reduction in the amount of recovery from a judgment, additional reductions in an amount equal to the sum of (i) 100% of the amount of the benefits that is in excess of the amount which has been paid, not the amount billed (as shown through evidence that proves that the injured person's bill was paid in full by an amount that is less than the stated charge) by the injured person or third party and (ii) 100% of the amount of the medical benefits that is in excess of the amount which was paid by a governmental or charitable entity and for which the health provider has released the injured party from all claims shall be deducted from any judgment in an action based on an allegation of negligence or other wrongful act on the part of a licensed hospital or physician, provided that specified procedures are followed.

WORKERS COMP CARPAL TUNNEL

Amends the Workers' Compensation Act. Provides that if an injury occurring after December 31, 2012 involves carpal tunnel or cubital tunnel syndrome and the injured employee would be able to return to work without restrictions, the permanent partial disability shall be determined by the impairment level as determined by a physician licensed to practice medicine in all its branches.

PROP TX-SENIOR REDUCTION

Amends the Property Tax Code. Provides that, beginning in taxable year 2012 and concluding in taxable year 2016, the county clerk shall reduce the property taxes levied by each taxing district to a level that is not greater than that taxing district's levy in the previous taxable year. Provides that the county clerk may increase or decrease the portion of a total tax levy paid by any individual taxpayer, provided that the increase or decrease in the individual taxpayer's tax bill is based solely on a change in the equalized assessed value of the taxpayer's property. Effective immediately.

FOIA-WORKERS COMP RECORDS

Amends the Freedom of Information Act. Specifies that all records related to the evaluation, processing, or payment of workers' compensation claims of State employees, including medical and test reports that do not disclose the identity of the patient or claimant, are public records subject to inspection and copying in accordance with the provisions of the Act.

PROP TX-NOTICE OF TAX SALE

Amends the Property Tax Code. Provides that the collector shall publish notice at least 30 days (instead of 10 days) prior to applying to the circuit court for a judgment and order of sale against delinquent property. Provides that the county collector shall give notice of the sale of forfeited property at least 30 days prior to the sale (instead of 10). Effective immediately.

KEYSTONE PIPELINE-EXPANSION

Commends the members of Congress of the United States who have called for the expansion and completion of the Keystone XL pipeline system, calls upon the President of the United States to speed up the process of granting the final permits to enable construction to begin on the completion of the Keystone XL pipeline, and requests that the United States Department of Defense make a public statement as to the desirability of maximizing the production of fossil fuels within the boundaries of North America as part of our overall worldwide strategic position.

INC TX-JOB CREATION CREDIT

Amends the Illinois Income Tax Act. Provides that a taxpayer who owns and operates a business in Illinois shall be allowed a credit in the amount of $3,750 per employee hired by the taxpayer and retained for 2 years. Provides that the credit may be allowed in the amount of $2,500 in the year the employee is hired and in the amount of $1,250 in the second year of employment. Provides that if the amount of the credit exceeds the taxpayer's liability for the taxable year, the excess may be carried forward and applied to the tax liability of the next 5 years. Effective immediately.

CIVIL UNION-RELIG ADOPT AGNCY

Amends the Illinois Religious Freedom Protection and Civil Union Act. Provides that: a child welfare agency that is religiously based or owned by, operated by, or affiliated with a bona fide religious organization may opt out of fulfilling a request for services, including an adoption or foster family home application, including any licensure and placement, which would constitute a violation of the organization's sincerely held religious doctrines or beliefs; and if such an adoption or child welfare agency opts out of fulfilling such a request for services, it shall, within a reasonable period of time, refer the request to the Department of Child and Family Services or an alternative adoption or child welfare provider licensed by the Department.
