EDGE-INCENTIVE PAYMENTS

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an applicant who has been awarded a Credit under the Act may, in the applicant's sole discretion, opt to retain taxes withheld under the Illinois Income Tax Act in lieu of an income tax credit. Provides that the amount of withheld taxes retained by the applicant in a taxable year may not exceed the amount of the Credit awarded by the Department of Commerce and Economic Opportunity for that taxable year. Provides that each employee whose taxes were withheld by an employer who retains amounts under this subsection must receive credit for 100% of the taxes withheld from his or her pay. Requires the Department to report annually to the Governor and the General Assembly on the progress of the incentive payment program. Amends the Illinois Income Tax Act to make corresponding changes concerning tax withholding. Effective immediately.

JUDICIAL DRUG ABUSE PREVENTION

Creates the Judicial Drug Abuse Prevention Act. Defines "drug and alcohol testing" and provides that "judge" includes Supreme Court justices, appellate judges, circuit judges, and associate judges. Provides that a person may not commence service as a judge in this State unless the person has first submitted to drug and alcohol testing, and the drug and alcohol testing has not disclosed any amount of alcohol or a drug, substance, or compound in the person's urine resulting from the unlawful use or consumption of cannabis listed in the Cannabis Control Act, a Schedule I controlled substance listed in the Illinois Controlled Substances Act, an intoxicating compound listed in the Use of Intoxicating Compounds Act, or methamphetamine as listed in the Methamphetamine Control and Community Protection Act. Provides that presiding judges must submit to random drug and alcohol testing at least once a year, and if the drug and alcohol testing discloses a blood alcohol concentration of more than .02 or any amount of a drug, the judge shall be removed from service until he or she completes a substance abuse program. Provides if a judge is removed from service and subsequently allowed to resume serving as a judge, the judge shall consent to drug and alcohol testing at least 9 times each year for a period of 3 years or until the person is no longer serving as a judge, whichever is shorter. Contains requirements concerning the drug and alcohol testing and substance abuse program. Provides an exemption for the consumption of lawfully prescribed drugs or cannabis by a qualifying patient licensed under the Compassionate Use of Medical Cannabis Pilot Program Act who is in possession of a valid registry card issued under that Act. Provides that the Administrative Office of the Illinois Courts shall implement the provisions of the Act. Effective immediately.

PROP TX-SENIOR HOMESTEAD

Amends the Property Tax Code. Increases the maximum reduction under the Senior Citizens Homestead Exemption from $5,000 to $7,000 for taxable year 2014 and indexes the reduction to the Consumer Price Index. Effective immediately.

INC TX-CORPORATE RATE

Amends the Illinois Income Tax Act. Reduces the corporate income tax rate to (i) 6% for taxable years beginning on or after January 1, 2014 and ending prior to January 1, 2015 and (ii) 4.8% for taxable years beginning on or after January 1, 2015. Requires the Department of Revenue to monitor each month the seasonally-adjusted unemployment rate reported by the United States Department of Labor, Bureau of Labor Statistics, for the previous calendar month. Provides that, if the Department finds that (i) the average unemployment rate for the previous calendar month exceeds the average unemployment rate for any of the 3 calendar months immediately preceding the previous calendar month by more than 0.3% and (ii) the unemployment rate during the previous calendar month was 5.05% or higher, then the Department shall, by rule, decrease the rate of tax imposed on corporations by 0.25% for each 0.3% increase in the unemployment rate. Effective immediately.

PROP TX-SENIOR FREEZE

Amends the Property Tax Code. Beginning in taxable year 2013, increases the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption from $55,000 to $75,000 for applicants who have occupied the residence for 5 years or more. Indexes the maximum income limitation to the Consumer Price Index. Effective immediately.

INC TX-JOB CREATION CREDIT

Amends the Illinois Income Tax Act. Provides that a taxpayer who owns and operates a business in Illinois shall be allowed a credit in the amount of $3,750 per employee hired by the taxpayer and retained for 2 years. Provides that the credit may be allowed in the amount of $2,500 in the year the employee is hired and in the amount of $1,250 in the second year of employment. Provides that if the amount of the credit exceeds the taxpayer's liability for the taxable year, the excess may be carried forward and applied to the tax liability of the next 5 years. Effective immediately.

PENS CD-END GARS JUDGES

Amends the General Assembly and Judges Articles of the Pension Code. Provides that no participant may accrue service credit and no benefits may be paid to any retiree or survivor. Provides that the Court of Claims shall direct the refund of participant pension contributions. Repeals the General Assembly and Judges Articles 2 years after the effective date of the amendatory Act. Effective immediately.
