Amends the Recreational Use of Land and Water Areas Act. Changes the definition of "land", "owner", "recreational or conservation purpose", "charge", and "person". In language providing that nothing in the Act limits liability in any way for willful and wanton failure to guard or warn against a dangerous condition, use, structure, or activity, adds an exception for liability based upon conditions, features, or properties naturally occurring on the land. Provides that the Act does not limit any liability which otherwise exists for an injury on the land if the owner requests a nominal fee for purposes of maintaining the land.

Amends the School Code. With respect to a school district other than the Chicago school district, provides that through June 30, 2016 (instead of June 30, 2013), surplus life safety taxes and interest earnings thereon may be transferred to the Operations and Maintenance Fund for building repair work if a public hearing has been held. Extends the time period during which a school district other than the Chicago school district may transfer moneys from specified funds for any purpose from June 30, 2013 to June 30, 2016. Effective immediately.
Encourages a discussion of childhood obesity and suggests topics for discussion during fitness awareness week in schools; acknowledges Columbus Elementary School in Edwardsville for their commitment to physical fitness.
Amends the Code of Civil Procedure. Provides limitations upon a non-expert's opinion or inference testimony. Sets forth requirements regarding: qualifications, testimony, disclosure, and compensation of expert witnesses; bases of expert opinion testimony; limitations on expert testimony; pre-trial hearings and disclosures concerning expert witnesses; precedents to be followed in interpreting the new provisions; interlocutory appeals of rulings on the admissibility of expert evidence; standards to be followed by reviewing courts in determining the admissibility of expert testimony; and severability. Applies to actions commenced on or after the effective date of the amendatory Act and pending actions in which a trial has not been scheduled or in which a trial has been scheduled more than 90 days after the effective date of the amendatory Act. Effective immediately.
Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that not later than 60 days after the effective date of this amendatory Act, the Department of Human Services shall, by emergency rule, establish a program of substance abuse testing as a condition of eligibility for benefits under the Temporary Assistance for Needy Families (TANF) program. Provides that the Department shall require applicants for TANF benefits to submit to substance abuse testing before a final determination of eligibility. Provides that an applicant shall be ineligible for TANF benefits if (i) the applicant tests positive for substance abuse or (ii) the applicant refuses to submit to substance abuse testing. Provides that if an applicant tests negative for substance abuse and meets all the other eligibility requirements for TANF benefits, the cost of administering the substance abuse test to the applicant shall be deducted from the applicant's first benefits payment.
Amends provisions of the Workers' Compensation Act and the Workers' Occupational Diseases Act creating certain rebuttable presumptions regarding certain conditions of a firefighter, emergency medical technician (EMT), or paramedic by: deleting language including bloodborne pathogens and tuberculosis as conditions to which those provisions apply; adding language making those provisions applicable to an EMT or paramedic cross trained as a firefighter (rather than any EMT or paramedic); and making other changes in the wording of those provisions. Adds language providing that any condition or impairment of health of an employee employed as a firefighter, EMT, or paramedic resulting directly or indirectly from any bloodborne pathogen or tuberculosis resulting in any disability to the employee shall be rebuttably presumed to arise out of and in the course of the employee's firefighting, EMT, or paramedic employment and shall be rebuttably presumed to be causally connected to the hazards or exposures of the employment, subject to specified conditions.
Amends the Property Tax Extension Limitation Law of the Property Tax Code. Provides that, in a county that is not subject to the Law, the registered voters within the county may file a petition with the county clerk requesting the county board to submit to the voters of the county the question of whether to make all non-home rule taxing districts that have all or a portion of their equalized assessed valuation situated in the county subject to the Law. Provides that, if 10% of the registered voters within the county sign the petition, then the county board shall submit the question. Effective immediately.
Amends the General Provisions, General Assembly, Illinois Municipal Retirement Fund (IMRF), State Employee, State Universities, Downstate Teacher, and Judges Articles of the Illinois Pension Code. In the General Assembly, State Employee, State Universities, and Downstate Teacher Articles: (i) suspends the payment of automatic annual increases to Tier I retirees; (ii) changes the conditions of eligibility for, and the amount of, automatic annual increases for Tier I retirees; (iii) increases required employee contributions for Tier I participants; (iv) limits pensionable salary for Tier I participants; (v) changes the required State contribution so that each system is 100% funded by 2043; and (vi) guarantees certain funding levels. Amends the State Finance Act. To the list of standardized items of appropriation, adds "State retirement contribution for annual normal cost" and "State retirement contribution for unfunded accrued liability". Amends the Governor's Office of Management and Budget Act. Adds those terms to a list of classifications to be used in statements and estimates of expenditures submitted to the Office in connection with the preparation of a State budget. Amends the State Mandates Act to require implementation without reimbursement. Amends the Budget Stabilization Act. Provides for the transfer of certain amounts from the General Revenue Fund to the Pension Stabilization Fund. Makes other changes. Effective immediately.
Amends the Workers' Compensation Act. Provides that if an injury occurring on or after January 1, 2014 involves carpal tunnel or cubital tunnel syndrome and the injured employee would be able to return to work without restrictions, the permanent partial disability shall be determined by the impairment level as determined by a physician licensed to practice medicine in all its branches.
Urges the Architect of the Capitol to remove the new copper doors from the Capitol Building's west side entrance and auction them off or sell them to the highest bidder. Urges the Architect of the Capitol to direct the resulting funds towards the State's education system or the unpaid bills accrued by the State.
