PUB SAFETY-CATASTROPHIC INJURY

Amends the Public Safety Employee Benefits Act. Defines "catastrophic injury" as a grievous or serious injury or impairment of a nature that is sufficient to permanently preclude the injured employee from performing any gainful work. Provides that an employer may, at its expense, require an employee seeking benefits under the Act to submit to examination by up to 3 licensed physicians. Provides that the determination of whether an employee has suffered a catastrophic injury shall be made by the employer's corporate authorities or a person designated by ordinance, whose determination shall be final and subject to judicial review under the Administrative Review Law. Provides that the employer shall be deemed a necessary party to any case brought under the Administrative Review Law. Effective immediately.

JUV CT&CRIM CD-AGG BAT

Amends the Juvenile Court Act of 1987. Provides that if a petition alleges commission by a minor 15 years of age or older of an act that constitutes the offense of aggravated battery by committing battery with the specific intent to cause another person to lose consciousness, the Juvenile Judge designated to hear and determine those motions shall, upon determining that there is probable cause that the allegations are true, enter an order permitting prosecution under the criminal laws of Illinois. Amends the Criminal Code of 2012. Provides that it is aggravated battery to commit a battery upon a person with the specific intent to cause that person to lose consciousness. Provides that the offense is a Class 2 felony.

CIV PRO-JOINT LIABILITY

Amends the Code of Civil Procedure. With respect to certain types of actions, provides that for any defendant whose fault is less than 25% of the total fault attributable to the plaintiff, the defendants sued by the plaintiff, and any third party defendant who could have been sued by the plaintiff (instead of any third party defendant except the plaintiff's employer), shall be severally liable for all other damages. Provides that for any defendant whose fault is 25% or greater of the total fault attributable to the plaintiff, the defendants sued by the plaintiff, and any third party defendants who could have been sued by the plaintiff (instead of any third party defendants except the plaintiff's employer), shall be jointly and severally liable for all other damages.

PROP TX-SENIOR FREEZE

Amends the Property Tax Code. Beginning in taxable year 2014, increases the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption from $55,000 to $75,000 for applicants who have occupied the residence for 5 years or more. Indexes the maximum income limitation to the Consumer Price Index. Effective immediately.

DHS-OIG-DISABLED ADULTS-ABUSE

Amends the Abuse of Adults with Disabilities Intervention Act. Provides that upon the death of an adult with disabilities, where a complaint or report of alleged abuse, neglect, or exploitation was made before the person's death under the Act, regardless of whether the complaint or report was substantiated or unsubstantiated, and regardless of whether consent was given for an assessment, the Office of Inspector General designated by the Department of Human Services shall immediately report the matter to the appropriate law enforcement agency and coroner or medical examiner. Provides that the reports shall, at a minimum, contain information regarding: the prior complaint or report of alleged abuse, neglect, or exploitation of the deceased adult with disabilities, the deceased adult with disabilities, and the reporter, upon the reporter's consent; actions taken or not taken by the Office of Inspector General or the Department upon receiving the complaint or report of alleged abuse, neglect, or exploitation; the personnel from the Department and the Office of Inspector General who were involved in investigating the complaint or report of alleged abuse, neglect, or exploitation; and as available and applicable, the case numbers for the Department, the Office of Inspector General, law enforcement, and the coroner or medical examiner. Requires the Office of Inspector General to: maintain a copy of the written report; document any subsequent actions; forward the written report, the coroner's report, and the law enforcement agency's final investigative report to the Attorney General; and notify the proper law enforcement agency to investigate if a crime has been committed. Contains provisions concerning development and implementation of service plans. Effective immediately.

G.A. COMPENSATION-COLA

Amends the General Assembly Compensation Act. Provides that, for terms commencing on or after January 14, 2015, each member of the General Assembly shall receive compensation that is no more than 90% of the amount last set by the Compensation Review Board. Amends the Compensation Review Act. For fiscal year 2015 and each fiscal year thereafter, prohibits a cost of living adjustment for General Assembly members. Effective immediately.

EPA-NO VEHICLE EMISSION TEST

CRIM CD-CHILD PORNOGRAPHY

Amends the Criminal Code of 2012. Eliminates the provision that possession by the defendant of more than one of the same film, videotape or visual reproduction or depiction by computer in which child pornography is depicted shall raise a rebuttable presumption that the defendant possessed such materials with the intent to disseminate them. Provides that possession of more than one of the same film, videotape or visual reproduction or depiction by computer in which child pornography is depicted is a Class X felony for which the defendant shall be sentenced to a term of imprisonment of not less than 9 years and not more than 40 years.

DCEO-COMMUNITY BLOCK GRANTS

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, with respect to State administration of the federal Community Development Block Grant Program for Small Cities, each revolving fund project shall create or retain at least one job for every $25,000 of revolving funds investment of State Community Development Block Grant program funds.
