LABOR-ARBITRATION-EXCLUDE TAX

Amends the Illinois Public Labor Relations Act. Provides that arbitration panels hearing security employee, peace officer, firefighter, and paramedic disputes must not take into consideration the ability of a unit of government to raise taxes or impose new taxes when determining the financial ability of that unit of government to pay the costs associated with those employees' wages and other conditions of employment. Effective immediately.

HORSE RACING-HISTORICAL RACES

Amends the Illinois Horse Racing Act of 1975. Includes wagering on the outcome of historical previously run horse races in the definition of "pari-mutuel system of wagering". Effective immediately.

ORDER OF PROTECTION-RECORDS

Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that the court shall, upon petition or upon its own motion, order the removal and destruction of all records related to an emergency order of protection after the expiration of the deadline to file a timely motion to set aside the order or a notice of appeal if: (1) the petitioner who sought the emergency order of protection fails to seek a plenary order of protection before the expiration of the emergency order; (2) the request for a plenary order of protection is denied or the plenary order of protection is dismissed by agreement; or (3) the petitioner or the petitioner's counsel fails to appear at the hearing for a plenary order.

COURT FEES-CHILD SUPPORT

Amends the Clerks of Courts Act. Deletes language providing that in child support and maintenance cases in counties having a population of not more than 500,000 inhabitants, the clerk, if authorized by an ordinance of the county board, may collect an annual fee of up to $36 from the person making payment for maintaining child support records and the processing of support orders to the State of Illinois KIDS system and the recording of payments issued by the State Disbursement Unit for the official record of the Court.

PROCUREMENT-SERVICE ORGS

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

CRIM CD-FIREARM TRANSPORT

Amends the Criminal Code of 2012. Provides that a contractor or subcontractor under a contract or subcontract for the development and supply of rifles, shotguns, weapons, or ammunition to the United States government or any branch of the Armed Forces of the United States, when the activities are necessary and incident to fulfilling the terms of the contract, may transport these weapons even if they are not broken down in a non-functioning state, or are immediately accessible. Permits the transportation of a rifle with a barrel or barrels less than 16 inches in length that is not broken down in a non-functioning state, or are immediately accessible by a person: (1) who has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or (2) who is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Effective immediately.

LOCAL RECORDS-INTERNET POSTING

Amends the Local Records Act. Provides that a unit of local government or a school district that maintains an Internet website shall maintain an electronic mail system. Requires that unit of local government or school district to maintain and provide an electronic mail address for each of its officials for use in the course of their official duties. Requires a unit of local government or school district to post to its website for the current calendar year the contact information, including an electronic mail address, for all elected and appointed officials. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement.

DHS-HOME SRVCS PGRAM-EDUCATION

Amends the Disabled Persons Rehabilitation Act. In provisions concerning personal assistants contained in Public Acts 97-732 and 97-1019, provides that any person providing services as a personal assistant under the Department of Human Services' Home Services Program shall complete standardized instruction or education as determined by the Department concerning his or her obligations as a caregiver and provider of Medicaid services under the Home Services Program. Provides that the instruction or education must be available in languages other than English and to those who need accommodations due to disabilities; and that the Department shall adopt any rules necessary to implement the provision. Adds similar requirements to provisions concerning home care and home health workers who function as personal care attendants, personal assistants, or individual maintenance home health workers contained in Public Act 97-1158. Effective immediately.
