Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use, all Uniform Resource Locators (URLs) registered or used by the sex offender, and all blogs and other Internet sites maintained by the sex offender or to which the sex offender has uploaded any content or posted any messages or information. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public. Effective immediately.

Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Provides that the findings set forth in the provisions used by the Illinois Commerce Commission in determining whether to issue a certification for alternative retail electric supplier does not apply to applicants whose principal business and source of revenue are not the generation, transmission, distribution, or sale of electricity.
Amends the Illinois Hunting Heritage Protection Act. Provides that land management decisions of the Department of Natural Resources may not, to the extent practical, result in any net loss of habitat (now, land acreage) available for hunting opportunities. Effective immediately.
Amends the Municipal Code. Provides that a person who is otherwise eligible to run for elective municipal office, but whose residency period was interrupted due to that person's active duty military service outside of the municipality, or the active duty military service of that person's spouse, may run for municipal office regardless of whether or not that person has resided within the municipality for at least one year since returning from service outside of the municipality. Effective immediately.
Amends the Environmental Protection Act. Provides that with regard to the definition of "waste", reclaimed asphalt pavement is not speculatively accumulated if it is returned to the economic mainstream within 4 years after the date of its generation or if a properly executed bond, that has been approved by the Director of the Environmental Protection Agency, exists between the owner of the reclaimed asphalt pavement and the Agency for the removal of the reclaimed asphalt pavement. Effective immediately.

Urges the Governor to present a capital budget that includes $100,000,000, on an annual basis, for the Illinois Special Places Acquisition, Conservation and Enhancement (iSPACE) Program, which includes the following: (i) a new statewide land acquisition program to protect the State's most precious natural resources and provide recreational opportunities, including matching grants to local governments; (ii) implementation of the Partners for Conservation Program (formerly Conservation 2000) through land acquisition and management grants; and (iii) implementation of the Hunting Heritage Protection Act by increasing the amount of land acreage available for hunting opportunities in Illinois.
