CD CORR-RELEASE-NOTIFY POLICE

Amends the Unified Code of Corrections. Provides that the Department of Corrections shall establish procedures to provide written notification to the chief of police, or if the municipality has no chief of police, the highest ranking law enforcement officer of the proper law enforcement agency for a municipality of any release of any person who has been convicted of a felony if the arrest of the offender or the commission of the offense took place in the municipality, if the offender is to be paroled or released into the municipality, or if the offender resided in the municipality at the time of the commission of the offense.

AMBER ALERT-ELDERLY

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the statewide emergency alert system for missing and abducted children shall also be used to assist in the recovery of elderly persons who suffer from Alzheimer's disease, dementia, or similar conditions. Provides that the Department of State Police shall coordinate with the Department of the Lottery to facilitate distribution of alert information to lottery customers. Amends the Department of Transportation Law and the Illinois Lottery Law to make corresponding changes.

VICTIM NOTICE-CERTIFIED MAIL

Amends the Rights of Crime Victims and Witnesses Act and the Open Parole Hearings Act. Provide that the victim of a crime committed by a person in custody of the Department of Corrections who has applied for parole shall receive written notice of the prisoner's parole hearing by certified mail.

INS CD-COVERAGE-SHINGLES VACC

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for a federally approved shingles vaccine.

Amends the Soybean Marketing Act. Defines "net market price". Changes the assessment after the first 5 years from "2¢ per bushel" to "1/2 of 1% of the net market price".

CRIM PRO-HEARSAY

Amends the Code of Criminal Procedure of 1963. Provides that if a defendant is accused of child pornography or aggravated child pornography or the defendant is accused of first degree murder or second degree murder when the commission of the offense involves sexual penetration or sexual conduct, evidence of the defendant's commission of another such offense or evidence to rebut that proof or an inference from that proof, may be admissible (if that evidence is otherwise admissible under the rules of evidence) and may be considered for its bearing on any matter to which it is relevant. Provides that (1) testimony by the victim of an out of court statement made by the victim that he or she complained of such act to another; and (2) testimony of an out of court statement made by the victim describing any complaint of such act or matter or detail pertaining to any act which is an element of an offense which is the subject of a prosecution for a sexual or physical act against that victim are admissible as exceptions to the hearsay rule in prosecutions for any sex offense as defined in the Sex Offender Registration Act.

PENCD-IMRF-TRANSFER FROM ART 3

Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Fund. Provides that, if a member seeking transfer of certain creditable service under the Downstate Police Article to the Illinois Municipal Retirement Fund Article applies before January 1, 2009 and pays the difference between (1) the employer and employee contributions that would have been required if he had participated in the IMRF during the period for which credit is being transferred, plus interest thereon at the effective rate for each year, compounded annually, from the date of termination of the service for which credit is being transferred to the date of payment and (2) the amount actually transferred to IMRF, then the amount of creditable service established shall not be reduced. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
