Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.

Amends the Public Utilities Act. Requires each natural gas public utility to file annually a set of transportation schedules or tariffs applicable to public schools authorizing a public school association to aggregate the purchase of natural gas for its members. Requires the transportation schedules or tariffs to (i) establish certain delivery charges; (ii) authorize a public school association to contract with a public utility at monthly market prices for interstate pipeline capacity; (iii) require the public utility to provide certain usage projections; and (iv) authorize the public utility to impose a penalty under limited circumstances. Authorizes the Illinois Commerce Commission to suspend the transportation schedule or tariff for up to 3 months. Requires energy sellers to comply with applicable Commission rules. Provides that any agreement between a public school association and an energy seller is void if the energy seller does not comply with Commission rules. Requires each natural gas public utility to file an annual statement of its revenues and incremental costs incurred as a direct result of the aggregation of natural gas for public schools. Authorizes the Commission to promulgate rules that are reasonable and necessary to administer the aggregation program. Effective immediately.
Amends the Firearm Owners Identification Card Act. Provides that a person 18 years of age or older may apply for a Firearm Owner's Identification Card without the consent of a parent or legal guardian (currently persons between 18 and 21 years of age must have the consent of a parent or legal guardian to obtain a Firearm Owner's Identification Card). Provides that a Firearm Owner's Identification Card issued to a veteran of the Armed Services or Reserve Forces of the United States or of the Illinois National Guard who has been called into service of the United States and whose service is outside the State of Illinois shall expire 6 months after the discharge of the veteran from service if his or her Firearm Owner's Identification Card expired during his or her service in the Armed Services or Reserve Forces of the United States or in the Illinois National Guard.
Amends the Public Utilities Act. Requires an electric utility to refund a customer's electricity bill for the time during electric utility outages at the rate of $100 per day for an outage lasting between 25 or more hours and 72 or less hours, and at a rate of $200 per day for an outage lasting more than 72 hours. Effective immediately.
Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as skilled nursing facilities or intermediate care facilities, the support component of the rates taking effect on July 1, 2008 shall be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2006, updated for inflation to January 1, 2007. Provides that facilities shall have the support component of their Medicaid rate computed every year using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2 years prior to the year in which the new rate takes effect, updated for inflation to January 1 of the year prior to the year in which the new rate takes effect. Effective immediately.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Fund. Changes how a supplemental benefit payment is calculated. Provides that the amount of the supplemental benefit payment to each eligible person shall be 75% of the monthly retirement or surviving spouse annuity payable to that person in June preceding the July 1 supplemental benefit payment date. Adds the percentage of earnings of the participating employees of all participating municipalities and participating instrumentalities necessary to provide that year's supplemental benefit payment to the list of considerations in determining the municipal contribution rate. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Rights of Crime Victims and Witnesses Act. Provides that the Office of the State's Attorney shall provide notice to the crime victim about the Victims Notification Unit established by the Prisoner Review Board, the services offered to crime victims by the Unit, and how to register with the Unit.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes it an unlawful business practice for any person to license, transfer, use, or sell information concerning a valid email address that was obtained because the owner of the email address has indicated that he or she no longer wants to receive email from that sender.
Amends the Cycle Rider Safety Training Act. Provides that any State university or community college (rather than any State or community college, State university, or community agency) designated by the Department of Transportation may organize a Regional Cycle Rider Training Center. Provides that the State Treasurer shall appoint the trustee for the Cycle Rider Training Fund. Provides that the trustee, in consultation with the Department, is authorized to award contracts out of appropriations to the Fund (rather than providing that the Department is authorized to do so). Effective immediately.
