UTILITIES - CONSUMER EDUCATION

Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.

INSURANCE FRAUD TASK FORCE

Creates the Illinois Insurance Fraud Task Force. Directs the Task Force to investigate the issue of property casualty and medical insurance fraud. Provides for the Task Force to report its findings and recommendations to the House of Representatives on or before August 30, 2013.

COMMUNITY SERVICES IMPACT NOTE

Creates the Community Services Impact Note Act. Provides that every bill, except those making a direct appropriation, that creates a State mandate on privately owned or operated facilities and community service providers funded through the Department of Human Services for the purpose of serving individuals with developmental disabilities and mental illness, shall have prepared for it prior to second reading in the house of introduction a brief explanatory statement or note that shall include a reliable estimate of the probable impact of its provisions on those facilities and providers and the probable impact that the bill will have upon the Department's annual budget. Provides that these statements or notes shall be known as "community services impact notes". Sets forth provisions concerning the preparation of the written statements by the Department of Human Services, votes on the necessity of community services impact notes, contents of a note, note comments and worksheets, committee appearances, amendments, and confidentiality. Effective immediately.

TAX REFUND ANTICIPATION LOAN

Amends the Tax Refund Anticipation Loan Disclosure Act. Changes the short title of the Act to the Tax Refund Anticipation Loan Reform Act. Makes changes concerning disclosure requirements, prohibited activities, interest rate limits for non-bank refund anticipation loans, and defined terms. Provides a calculation for the refund anticipation loan interest rate. Provides that a person who violates the Tax Refund Anticipation Loan Reform Act commits an unlawful practice under the Consumer Fraud and Deceptive Practices Act. Makes conforming changes in the Currency Exchange Act and the Consumer Fraud and Deceptive Business Practices Act. Contains a severability provision. Effective immediately.

COM COL-ICCB MEMBERSHIP

Amends the Public Community College Act. Provides that, after the effective date of the amendatory Act, one of the 11 members of the Illinois Community College Board to be appointed by the Governor, by and with the advice and consent of the Senate, must be the president of a public community college. Effective immediately.

ABANDONED RESIDENTIAL PROP

Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.

MNTL HLTH RECORD-CORRECTIONS

Amends the Mental Health and Developmental Disabilities Confidentiality Act. Adds the Departments of Corrections and Juvenile Justice to the government officials or agencies to which there can be disclosure of the mental health records of a person who received services or who was evaluated, investigated, or prosecuted pursuant to the Sexually Violent Persons Commitment Act, without the consent of the person or the treatment provider involved. Effective immediately.

CMS-ITAP WORKFORCE REPORT

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal shall provide direct access to a database of the State's annual workforce characteristics, compensation, and employee mobility, organized searchably by State agency, by job classification, by union, and in aggregate.

Designates the new Interstate 70 expressway from its connection to the existing Interstate 64 up to the new Mississippi River Bridge connecting East St. Louis and downtown St. Louis, Missouri as the US Congressman Jerry F. Costello Expressway.
