Amends the Election Code. Provides that nursing homes shall be designated as grace period registration sites for nursing home residents. In counties with less than 500,000 inhabitants, provides that nursing homes shall be designated as grace period registration sites for nursing home residents and employees. Provides that nursing home residents who register or change their address during the grace period shall be permitted to vote during the regular nursing home voting period and shall not be required to have submitted an absentee ballot request in advance. Effective immediately.

Amends the Criminal Code of 1961. Redefines child abduction by luring. Provides that the offense consists of intentionally luring or attempting to lure a child: (1) under the age of 17 (rather than under the age of 16) or (2) while traveling to or from a primary or secondary school into a motor vehicle, building, housetrailer, or dwelling place without the consent of the child's parent or lawful custodian for other than a lawful purpose.
Designates the week of October 21-27, 2012 as "Armenian Apostolic Church Week" in the State of Illinois.
Amends the Retailers' Occupation Tax Act. Provides that the furnishing of financial information by the Department of Revenue to a home rule unit or non-home rule unit (rather than a home rule unit or non-home rule unit that receives more than 60% of its general corporate revenue from Illinois sales taxes and meets other certain criteria) is an official purpose. Provides that, for a village (rather than a village that receives more than 60% of its general corporate revenue from Illinois sales taxes and does not levy any real property taxes for village operations), the village manager and the chief financial officer are eligible to receive financial information from the Department of Revenue.
Amends the Firearm Owners Identification Card Act. Denies home rule powers to require firearm training and instruction or to otherwise regulate the ownership or possession of firearms. Effective immediately.
Amends the Illinois Vehicle Code. To the definition of "automotive parts recycler", adds persons engaged in the business of disposing of previously owned vehicles in the manner described in the definition of a "scrap processor" in the Code. Modifies the definitions of "remittance agent" and "remitter". Provides that an application for a salvage certificate shall be submitted to the Secretary of State when any licensed rebuilder, repairer, new or used vehicle dealer, or remittance agent has applied for title to a vehicle that he or she knows or should have known to have sustained damages in excess of 33 1/3% of the vehicle's fair market value. Provides that an application for a remittance agent license must be accompanied by other information the Secretary may require and by a statement that the applicant has not committed in the past 3 years any violation as determined in any civil, criminal, or administrative proceedings under the Retailers' Occupation Tax Act or under portions of the Illinois Vehicle Code concerning title and registration requirements. Modifies language concerning the purpose of an Article concerning remittance agents and in Sections concerning the denial, suspension, and revocation of remittance agent licenses. Removes language from a Section concerning the application of the Article concerning remittance agents, a Section concerning the licensing of remittance agents, and a Section concerning hearings and subpoenas. Effective immediately.
Amends the Firearm Owners Identification Card Act. Permits an Illinois resident to purchase ammunition from a person within or outside Illinois if shipment is by United States mail or by a private express carrier authorized by federal law to ship ammunition. Provides that a resident purchasing ammunition within or outside the State of Illinois must provide the seller with a copy of his or her valid Firearm Owner's Identification Card and either his or her Illinois driver's license or Illinois State Identification Card prior to the shipment of the ammunition. Effective immediately.
Amends the Criminal Code of 1961. Provides that aggravated criminal sexual assault when the accused delivered (by injection, inhalation, ingestion, transfer of possession, or any other means) to the victim without his or her consent, or by threat or deception, and for other than medical purposes, any controlled substance is a Class X felony for which 10 years shall be added to the term of imprisonment imposed by the court (rather than a Class X felony). Provides that in addition to any other penalties imposed for aggravated criminal sexual assault, the court may add up to 25 years to the sentence if a sexually transmitted disease was transmitted from the accused to the victim during the commission of the offense.
Amends the Employee Washroom Act. Makes a technical change in a Section concerning the short title.
Amends the Metropolitan Pier and Exposition Authority Act. Requires that the Metropolitan Pier and Exposition Authority use Illinois motor coach operators when entering into a contract or agreement for motor coach services for all trade shows at McCormick Place and Navy Pier. Effective immediately.
